Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is NMA201-01-R-0003, and this solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This is not a total small business set-aside. The National Imagery and Mapping Agency wishes a contractor to procure and integrate onto a Government furnished Philips LDK 6000 camera the following two line items: CLIN 0001, one (1) each FUJINON HA36X10.5 ERD H ZOOM (P/N# 55-00516-001) with support lens and support case, and CLIN 0002, one (1) each FUJINON full servo kit (P/N# SS-13) for the ERD lens. The integration, to be accomplished at place of performance proposed in offer, will consist of mounting and alignment of the lens to the camera and the necessary calibration (i.e. white shading, etc) that will insure that the entire field of view is correctly calibrated and the camera/lens system is optimized for HD performance. Warranty shall be that which the contractor normally offers. Acceptance shall be at destination upon delivery. Delivery shall be FOB destination. The delivery will be to National Imagery and Mapping Agency(ATTM-MIPO), 12310 Sunrise Valley Drive, Reston, Virginia 20191. The provision at 52.212-1, "Instruction to Offerors-Commercial Items" applies to this order. Interested parties shall submit offerors that include the 11 items outlined in FAR 52.212-1(b). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Provision at 52.212-2, "Evaluation-Commercial Items" is hereby incorporated by reference. The Government intends to award a contract resulting from this solicitation to the lowest-priced offer of the responsible offerors, whose has a working relationship with the LDK 6000 HD camera manufacturer, whose specific past performance in integrating High Definition lenses onto a Philips LDK 6000 HD camera is acceptable, whose offer conforms to the solicitation to satisfy the Government need, and whose offer will be most advantageous to the Government. Offerors are to include a complete copy of the provision at 52.212-3, "Offeror Representations and Certifications-Commercial Items", with offer. The clause at 52.212-4, "Contract Terms and Conditions-Commercial Items", is hereby incorporated by reference. The clause at 52.212-5, "Contract Terms and Conditions Required to Implement statutes or Executive Order-Commercial Items", is hereby incorporated by reference (including: 52.233-3; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.222-41; 52.222-42; 52.222-47). The following DFARS clause is hereby incorporated by reference: 252.212-7001. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified.
