- Background "Description: ASC/YFK is contemplating award for the advance buy of the F119 Low Rate Initial Production (LRIP) Lot 1 Engines which is anticipated to be awarded December 1999. This advance buy includes effort to identify, plan and procure the long lead materials required to produce twenty (20) engines. This effort will be definitized in December 2000 on a separate contract. The definitized Lot 1 contract will include twenty (20) engines and CY01 Preliminary Field Support (PFS) as part of the LRIP phase of the F119 engine program with deliveries beginning in June 2002 at a rate of two (2) per month. The F119 engine is the power source for the F-22 aircraft being developed by Lockheed Martin Aeronautical Systems, Marietta, Georgia. Pratt and Whitney is currently the prime contractor for the production of PRTV (Production Representative Test Vehicle) and Lot I engines as well as the concurrent EMD (engineering and manufacturing development) phase of the F119 engine. The intent of this synopsis is to publicize subcontracting opportunities. The Point of Contact at Pratt & Whitney for subcontracting concerns is Mark Waldron, Subcontract Manager, (561) 796-7257. Proposals are due at Pratt & Whitney by 1 May 2000. Utilizing Acquisition Reform methodology, no formal RFP has been issued. Contemplated award is 1 December 1999. The intended sole source is Pratt & Whitney, West Palm Beach, FL. 33410-9600, a large business, SIC code: 3724 with size standard of 1,000 employees. Authority: 10 U.S.C. 2304 (c) (1) and FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. See Note (s) 22. All responsible sources may submit a bid, proposal, or quotation that shall be considered. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concerns. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman. Potential offerors are invited to contact ASC's Ombudsman (Mr. Stephen Plaisted), ASC/SY, Bldg 572, 1790 10th Street, Room 102.01, Wright-Patterson AFB, OH 454 at (937) 255-9095, or stephen.plaisted@ascsy.wpafb.af.mil. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contracting officer and could not be satisfactorily resolved at that level.
