Description

This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with information in FAR subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is RP 1248-01-0004 and is issued as a Request for Proposal (RFP). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 97-20. The North American Industry Classification System (NAICS) code is 336612 (boat building) with the associated size standard of less than 500 employees. This procurement is unrestricted and is being advertised as full and open competition. The contractor shall provide one each manufactured current years standard production aluminum hull rigid inflatable vessel, with a center console, approximately 23 feet long by 10 feet wide but not less than stated with a center console. The vessel shall be built, powered, and delivered to Grand Canyon National Park, at Meadview Ranger Station Arizona. Sea trials shall be at the manufacture facility and all deficiencies shall be completed prior to delivery. Layout drawings of the vessel will be highly beneficial during the evaluation process. Failure to submit drawings will have a direct effect on the overall final score. Hull/Deck: The hull shall be a minimum of .250, the deck, console, and "T" top .160 marine aluminum. The deadrise shall be 18 degrees with an appropriate flat shoe and lead in for the jet and the bow entry of 35 degrees. The hull shall be self-bailing with non-return scuppers. The hull and console shall be constructed from all marine aluminum. The transom shall be approximately 20-inches deep with a hinged storage hatch in the top. On each side of the engine box there shall be hinged doors leading into the 20-inch deep transom. The batteries will be located in one of these compartments and the other shall be used for storage.. The electrical power switch shall also be located in this area. There shall be a shelf with a 2-inch lip on the edge above the batteries. The other door shall be used for storage. The bow shall have a stainless steel towing eye. The hull shall have a keel (beaching) guard installed. There shall be six mooring cleats on the vessel. Two forward, two midship, and two aft on p/s. The deck shall have a soft patch over a 100 gallon fuel tank. The tank shall be secured on rubber gaskets and placed on longitudinal girders from the transom at the LCG and welded continuously. There shall be foam in the hull for noise damping and damping material installed inside the engine box and below deck around the engine area. There shall be trim tabs mounted on the vessel with an indicator on the dash. There shall be a removable towing post with a cap on the deck when not used the post shall be located in front of the engine. The deck shall be self-bailing. There shall be a full-length channel built into the deck with a bar running down the center of the channel with stantions placed every 6-inches. The channel will serve as a drain gutter for the deck as well as tie downs. The channel shall run from the bow area to the transom where it dumps overboard. There shall be a swim platform 24-inches long with a soft patch over the jet. There shall be a bracket next to the inside tube on the deck, so that a backboard litter can be secured. Inflatable Tube: There shall be a full length black inflatable tube, minimum 22-inch diameter and a 40oz welded polyurethane construction with air chambers running from the transom of the port side around the bow and back along the starboard side to the transom. The bow shall be tapered to form the shape of the bow hull rather than having a blunt tube across the bow. There shall be five compartments with four baffles separating them. There shall be a fill/pressure relief valve for each compartment. The outside perimeter shall have a 7-inch fender strip laminated to the tube and below there shall be a 40oz chafe strip. There shall be two hull attachment flanges around the underside perimeter of the tube. These flanges shall interface with the corresponding male flange on the hull. The tubes shall have "D" rings and a light gray sunbrella tube cover material be attached over the tube full length. There shall be lettering and a diagonal slash per National Park Service policies built into the tube and the sunbrella cover. The lettering shall read PARK RANGER and shall be approximately four-inch size. Console: There shall be a center console that is 78-inches high from the sole to the center of the inside "T" top. The width of the console shall be approximately 40-inches wide for two individuals to be in. The distance from the edge of the console to the tube shall be approximately 16-inches The binnacle shall be mounted on the starboard side of the console on a special constructed boss. The lower portion of the console shall be lockable and have two shelves that can be removable and adjustable. There shall be a hand rail on the inside of the console across the dash and rails full length down the back and going from the outside center of the starboard side across the front and back along the port side. There shall also be rails along both sides of the "T" top. The "T" top shall be all welded aluminum that extends 12- inches forward of the window and 24-inches behind the seat. The "T" top width shall extend to the inner edge of the tube. There shall be an aluminum arch welded from the sole to the aft end of the "T" top acting as support and as a handrail. The windshield shall slant forward and have tempered safety glass with one single speed intermittent wiper. The windshield frame shall wrap around both sides of the console with full length cut-outs that act as hand rails. There shall be a closed lockable radio box across the front top of the "T" top. The lid shall be hinged on the top and have a holder when opened. Seats and Curtains: The console seat shall be full width of the console. The seat shall be designed so that the operator can either stand or sit when operating the vessel. When the operator is standing the seat should be hinged to become a bolster type seat. The seat cushion shall be constructed from a closed cell foam material. The color shall be light gray and the material shall be marine grade vinyl. There shall be removable side curtains and a drop back. The curtain shall have roll-up holding hangers. There shall be clear vinyl down half way and solid from that point to the bottom. The curtains shall snap along the sides and the color shall be light gray. There shall be a storage box with a locking hinged lid located in front of the console. The measurements shall be approximatly 40x22x18. There shall be a closed cell cushion on the lid with marine grade vinyl covering it. The seat shall be attached to the lid by snaps. There shall be a storage locker with a lockable hinged lid built into the front of the bow without a seat cushion. Electronics/Electrical: Government furnished electronics, depth sounder, radar, and a park radio shall be mounted and wired for working conditions. There shall be a dimmer switch mounted for dash instruments. There shall be one remote search light of 1,000,000-candle power mounted on each side of the arch with the switch on the dash for each light. There shall be four 12-volt working lights mounted on the "T" top, one on each side of the top and a switch for each one. There shall be a Whelan mini edge light with blue lenses and a federal signal PA300, 100-watt heavy-duty speaker mounted on the arch. There shall be two 12 volt adapters mounted into the dash. There shall be two batteries with an off/on, 1 or 2-position switch. There shall be a 2,000 gph bilge pump installed. There shall be hour meter for the engine. The steering shall be hydraulic and trim tabs shall be installed. Power: There shall be one 5.7MPI engine with a transmission and a Hamilton or equal 212 jet drive with a turbo impeller mounted for full operation . The engine shall be fresh water-cooled. There shall be a water strainer for the raw water with a through hull shut off ball valve between the pick-up and strainer. There shall be a water pressure gauge for the jet unit. There shall be a manual clean out rake mounted on the jet unit. There shall be mufflers installed that produce the lowest db rate possible. Paint: The outside of the hull shall be unpainted. The entire inside of the hull, inside the console, and under the "T" top shall be painted gray zolatone with a clear coat. The outside of the console and top of the "T" top and arch shall be painted white. The storage box in front of the console shall be painted white and the forward storage box shall be painted a gray zolatone. The sole shall be painted with a non-skid durabak surface. Trailer: There shall be a painted tandem trailer sized to fit the vessel included. The trailer shall not be custom made. The trailer shall be legal for all roads. The winch shall have a strap on it instead of cable. The trailer shall be a roller type. The wheels shall have positive pressure grease cups installed. The color shall be manufactures standard color. Unit shall be delivered within 150 calendar days, or less, from date of award. CLAUSES/PROVISIONS: FAR Clause 52.212-1 "Instructions to Offerors-Commercial Items", is hereby included by reference. The following are addenda to FAR Clause 52.212-1, paragraph (b) submission of offerors shall also include: (1) commercial product literature, (2) three references for past performance from similar recent requirements, (3) drawings, including layout of boat, (4) list of key personnel, their functions and experience for this requirement, and (5) description and layout of ship building facility (the government reserves the right to inspect the boat building facility prior to award), and paragraph (g) Offers will only be considered from firms regularly established in the business and who, in the judgement of the Contracting Officer, are able to show evidence of their reliability, ability, experience, equipment, facilities and key personnel directly employed or supervised by them to render prompt and satisfactory service, in the volume required for all items under this contract: FAR Clause 52.212-2 "Evaluation Commercial Items" applies to this solicitation and the following evaluation criteria (arranged in their order of importance) shall be used to evaluate offers: (1) Overall Boat Design: ease of operation, ease of maintenance, and performance, (2) Past Performance/Experience for this type of vessel, (3) Facility Layout and Key Personnel, (4) Customer Service and Warranty, and (5) Cost. Technical and Past performance, when combined are significantly more important than cost or price. FAR Clause 52.212-3 "Offeror Representations and Certifications-Commercial Items" is hereby included by reference: FAR Clause 52.212-4 "Contract Terms and Conditions-Commercial Items" is hereby included by reference. The following are addenda to FAR Clause 52.212-4, paragraph (a) Sea trials shall be at the manufacture facility and all deficiencies shall be corrected prior to delivery.
