Description
The Ministry of Transport and Communications, Republic of Mozambique, requests pre-qualification data from U.S. and other eligible country (Geographic Code 935, "Free World") firms and joint ventures (JV) of such firms who can qualify, through experience with projects of similar magnitude, for construction services to rehabilitate the 225 km railway line extending from Maputo to the Limpopo River at Macarretane. While expressions of interest are welcome from all Code 935 country firms, if sufficient competition exists among US firms or joint ventures that include US firm participation, then consideration will be given only to US firms or joint ventures that include US firms. Because this is an emergency program, joint ventures and subcontracts with regionally based firms having existing construction capacity in southern Africa are encouraged. The construction contractor will also be expected to use Mozambican professional resources wherever possible, and the use of such resources will be a factor in the ranking of the bids in response to the construction IFB. The project will include, at a minimum, construction of 3 bridges, installation of at least 20 culverts, reconstruction of 20 km of roadbed including removal and relay of existing track, stabilization of roadbed and slopes including construction of berms, gabions and other drainage structures, supply, distributing and tamping of ballast on approximately 150 km of line, supply and installation of approximately 30,000 concrete sleepers, supply and installation of wood sleepers in 35 turnouts, complete reconstruction of 10 km of line including supply of all rail, sleepers and other track material, rehabilitation of 34 flood-damaged stations and houses and other work as may be specified in the contract. The anticipated construction award date is April 8, 2001 and all work must be completed by September 30, 2002. It is essential that the construction schedule be met. Therefore, the ability of a Firm or JV to mobilize quickly and complete the works on time will be an important consideration. Estimated cost of the unit price (fixed-price) contract is $30 million to $50 million. Payment will be made in U.S. Dollars. Financing will be under the USAID BALLAST Project. Deadline for receipt of questionnaires is 12:00 Hours, Mozambique Time, January 26, 2001. Late submissions will not be considered. If a joint venture seeks pre-qualification, information must be submitted for all firms in the joint venture.
