Description
The VA Pittsburgh Healthcare System has a requirement for professional Architect/Engineer services for its project #646-01-111H entitled "Renovate 1-2W, 1-2E, and 1-4W" at the Highland Drive division, 7180 Highland Drive, Pittsburgh, PA 15206. 1-2w former wet labs will be renovated for administrative suppport, 1-2E conference room will be renovated for exam rooms and 1-4W will be renovated for OT, KT and PT clinics. Work includes but is not limited to removal of laboratory casework and associated utilities, asbestos abatement as necessary, removal of two (2) steam sterilizers and one (1) ethylene oxide sterilizer and associated utilities, and restorations to provide functional administrative and patient support areas. For fire alarm work, A/E must provide complete and separate construction documents for any required modifications, revisions, or new work to the fire alarm system or its devices. A/E shall provide services of Certified Industrial Hygienist to perform asbestos survey investigations, bulk sampling, specifications and drawings for asbestos removal, and construction period monitoring in appropriate areas. Sampling of ethylene oxide shall also be included, and appropriate specifications and monitoring during construction period shall be provided if sample results indicate an ethylene oxide hazard assocaiated with the demolition of the sterilizer. Services by A/E shall include field investigation, design development, preparation of contract drawings and specifications and construction cost estimates, construction period services and as-built drawings. All design work shall be done in accordance with all applicable Dept. of Veterans Affairs and all other Federal, State and Local codes, regulations, policies and requirements. A/E must have knowledge and prior successful experience designing projects of this nature, size and cost and will be expected to utilize such knowledge to offer different design options. Design Development: A/E shall provide competent design as well as the various engineering design disciplines including but not limited to architectural, HVAC, plumbing, electrical or special systems required by the project program, as well as CIH as mentioned above. Design submissions for review shall be in accordance with VA Handbook H-08-15 "A/E Design Submission Requirements" and drawings must be done utilizing Autocad Release 14. VA guidelines and specifications may be obtained at www.va.gov/facmgt. A/E is expected to develop and specify construction phasing requirements to insure safety and to provide the most efficient plan for minimal disruption to healthare operations. Alternate bid deduct items and corresponding cost estimates shall be provided for the construction bid process. Design reviews and time frames shall be as follows: 50% submission NLT 30 days after award of contract; 95% submission 30 days after receipt of VA's 50% design review comments; 100% submission 15 days after receipt of VA's 95% design review comments. This is an unrestricted procurement open to both small and large business concerns IAW the Small Business Competitiveness Demonstration Program (FAR 19.10) set-aside requirements dated 1/4/01. The NAICS code designated for this procurement is 541330 and the small business size standard is $4 million. The construction cost estimate for this project is between $500,000 and $1,000,000. See numbered Note 24 for description of criteria which the Government will utilize to evaluate and select and A/E firm, with the following additional criteria also being considered: reputation and standing of the firm and its principals with regard to performance, management and cooperativeness; record of significant claims against the client because of improper or incomplete architectural and/or engineering services; and specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team, including that of partners, consultants and/or other subcontractors proposed to perform the work. Area of consideration is limited to a sixty (60) mile radius of the VA's Pittsburgh Highland Drive division. Interested and qualified firms within this geographic area should provide three copies each of current SF254 and SF255 to Janet Leuthold, Contracting Officer (04A1-H) at the Highland Drive address listed herein no later than COB, 4:30pm, 2/9/01.
