- The Architect-Engineering (A-E) services to be provided under this procurement consist of the following: Develop a Facilities and Land Use Master Plan for Marshall Space Flight Center (MSFC) at Huntsville, AL. This plan is to serve as the framework within which all future construction projects and related operations will evolve over the next 5 to 10 years. The plan will incorporate MSFC's strategic and implementation plans. It will reflect MSFC's gradual migration away from large scale testing and heavy industrial and production manufacturing functions and toward enhancement of MSFC's roles in research, engineering and development of systems to support the exploration and development of space. The plan will involve the transition of general architecture and use of many areas from an austere industrial type appearance to a more academic, campus type configuration and appearance. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541310 and $4.0M, respectively. MSFC consists of approximately 250 buildings and structures comprising approximately 4 million square feet of occupied space spread across 1840 acres within the confines of Redstone Arsenal in north-central Alabama. Approximately 190 of the buildings and structures are over 20 years old. Many have been converted to uses vastly different from the use for which they were initially constructed. The latest Master Plan was produced in 1992 and a copy of it will be provided as a reference for use in developing the new plan. The work is expected to require the following disciplines: Architectural, Landscape Architecture, Urban Planning, Civil, Electrical, Mechanical, and Environmental. The greatest amount of work will be in the first three disciplines. Emphasis of the plan will be more on overall facilities and land use planning rather than upgrade of building systems or utilities, i.e., electrical, HVAC, mechanical, sewer, etc. However, analysis of the capabilities of existing center-wide utilities and roads and drainage systems must be incorporated into the overall planning effort along with consideration of additional capabilities such as personnel transportation systems. The A-E firm should show in their Standard Forms (SF) 254 and 255 submittals that they have produced significant projects that include Experience Profile code numbers 032, 052, 058, 059, 072, 079 and 089 with special emphasis in codes 079 and 089 (Planning and Rehabilitation, respectively). The A-E's location will also be an important consideration since most of the work will require extensive field investigations and interviews with high-level MSFC personnel who may have very limited times available for appointments. All work under this contract shall be overseen by registered licensed professionals. The following criteria will be used in the preliminary screening of the A-E firms responding to this announcement: 1.) Must respond to this announcement; 2.) Must provide the latest versions of Standard Form 254 and Standard Form 255; 3.) Must have in-house expertise in the disciplines of master planning, architecture, landscape architecture and cost estimating; 4.) Must provide qualified professionals in the diciplines of land use master planning, environmental engineering and traffic and transportation planning; 5.) Must provide registered professionals in the diciplines of architecture, landscape architecture, civil, mechanical and electrical engineering; 6.) Must have CAD capability that is completely compatible with the NASA/MSFC Intergraph Microstation system; 7.) Must have the following minimum number of in-house personnel in the following disciplines: land use master planners, architects or civil engineers with land use master planning expertise -- 2, architects -- 2, landscape architects -- 1, cost estimators -- 2; 8.) Must have the following minimum number of in-house or consulting personnel in the following disciplines: environmental -- 1, traffic -- 1, transportation -- 1, civil engineers -- 2, mechanical engineers -- 2, electrical engineers -- 2; 9.) Must be located within a 175 mile radius of Huntsville, AL. Additional factors for selection will include: 1.) Firm's experience in master planning of campus type facilities; 2.) Firm's in-house capabilities versus consultants required to perform the work; 3.) Firm's capability to provide innovative designs that meet the clients' requirements; 4.) Firm's experience in designing projects within an established budget and schedule; 5.) Firm's previous experience working with proposed consultants; 6.) Firm's previous experience working with government agencies. This project is being synopsized in anticipation of selecting an Architect-Engineering firm. Contract award for the A-E services will be contingent upon project approval and is subject to the availability of funds. If the project is approved and funded, contract award for the A-E services is expected by April 2001. The A-E will perform field investigations and interviews, prepare a comprehensive master plan, prepare rough order magnitude cost estimates, provide GIS-based site maps, and provide a detailed electronic briefing package depicting the findings and recommendations related to development of the master plan. Drawings and maps will be required to be in Intergraph Microstation format. A-E firms that meet the requirements described in this announcement are invited to submit a SF 255, Architect-Engineer and Related Services Questionnaire for Specific Project, and appropriate data as described in Numbered Note 24 to the attention of Sandra Johnson at the address shown on the response date shown above. Evaluation criteria and all other provisions of Numbered Note 24 shall apply to this notice except that (a) in the sentence beginning "Selection of firms for negotiations," the fourth additional consideration is changed to read "(4) past experience, if any, of the firm with respect to performance with NASA, other Government Agencies, and private industry;" and (b) in the last sentence, "National Aeronautics and Space Administration" is substituted for "Department of Defense." Firms responding to this synopsis should include appropriate information regarding any consultants or associates to be used and should include the Identification Number AE-1-01 in their submitted SFs 254 and 255 and accompanying letter of transmittal. An ombudsman has been appointed. See NASA Specific Note "B".
