- Description
- The project is for the construction of a new, primary entrance station facility at Hawaii Volcanoes National Park, Hawaii. The Contractor shall provide all labor, equipment, supervision, and material for the project, which consists of two kiosks to be used for entrance fee collection, employee restroom facilities, and shelter for the visitors and fee collectors during inclement weather. The work of this project includes selective demolition, construction of new structures, the matching of existing stone masonry, new plumbing and electrical work, new underground utility services to the buildings, construction of a leach field and associated items, and other miscellaneous work. Contract duration is 180 calendar days. The price range is $250,000 to $500,000. This procurement will result in a firm fixed-price contract. The North American Industry Classification Code is 233320 and the annual size standard for small business is less than $17.0 million. This procurement will be awarded to the responsible offeror whose offer represents the "best value" to the Government. The best value determination will be made on the basis of (1) quality and (2) price. The Government will assess the quality of each offeror on the basis of (1) past performance; (2) experience; (3) qualifications and experience of key personnel; and (4) demonstrated experience using environmentally sustainable materials and methods during construction. For the purpose of selection importance, the Government considers an offeror's quality to be approximately equal to its price. In order to demonstrate quality of past performance and experience, offeror must provide a history of contracts, complete with supporting documentation describing the difficulty of each contract and details leading to successful project completion, including (1) construction of buildings of similar type and size with features similar to the specified work of this project; (2) construction of new stone masonry walls exhibiting the offeror's ability to match an existing rockery wall which presents an architectural appearance acceptable to the Contracting Officer; (3) ability to provide satisfactory traffic control during the construction period in a high vehicular traffic area; and. (4) demonstrated experience using environmentally sustainable materials and methods during construction. In order to demonstrate its quality of key personnel the offeror must provide a history of contracts with supporting documentation of past successful projects for the Contractor or subcontractor(s) who will be in direct supervision of the construction project and the stone masonry operations. Such person(s) shall have been in a position of responsibility for successful completion of at least five projects while in the employment of the Contractor or its subcontractor(s). THE SITE VISIT IS SCHEDULED FOR WEDNESDAY, FEBRUARY 7, 2001 AT 10:00AM. PARTICIPANTS WILL MEET AT THE HAWAII VOLCANOES NP VISITOR CENTER. Requests for the solicitation package shall be in writing stating Request for Proposal Number N8300010004, with Contractor's complete name, address, and area code and telephone number and facsimile number. A limited number of solicitation packages will be available on or about JANUARY 23, 2001 at no-charge and issued on a first-come-first-served basis until the supply is exhausted. Only one solicitation package per company. Requests for Planholder's List must be in writing and will only be available through the mail, not by facsimile.
