Description
(i) Ths is a combined synopsis/solicitation for commercial items prepared IAW the format in Fed. Acquisition Reg. (FAR) Subpart 12.6, as supplemented w/additional information included in this notice. This notice constitutes the solicitation; quotes are being requested; separate solicitation documents will not be issued. (ii) Solicitation number is DE-RQ08-01NV13958, REQUEST FOR QUOTATION (RFQ). (iii) The solicitation document and incorporated provisions/clauses are those in effect through Fed. Acquisition Circular 97-20. (iv) This requirement is 100% set-aside for small businesses. The North American Industry Classification System Code is 235310. The size standard is $11.5M (avg. of total sales over 3 years can't exceed the size standard). (v) Offeror shall provide 12 months of electrical preventative maint. for the Nevada Support Facility (NSF), 232 Energy Way, N. Las Vegas, NV 89030. (vi) Following is the statement of work (SOW) for the electrical preventative maint.: The contractor shall perform biannual testing and maintenance on transformers. Annual testing and maintenance is to be performed on switchgear and switchgear connectors, switchboard assemblies, protective relays, metering systems, personnel protective grounding system, electrical equipment neutral grounding systems, capacitors, lightning/surge arresters, surge protection devices & routine inspections, testing & servicing of electrical panels to include: loose wires & lugs, heaters, lugs & indicating lights, all emergency ballasts for proper function, all lighting contactors & transformer connections. First biannual testing & maintenance of transformers & all annual testing & maintenance, except switchgear and switchgear connectors are to be completed within 4 months of award of Purchase Order (PO). Second biannual testing & maintenance of transformers is to occur approximately 6 months after first test. Annual testing & maintenance of switchgear and switchgear connectors should occur between July & Sept. 2001. Servicing of transformer connectors, switchgear connectors, and all scheduled or potential disruptions of power shall be coordinated through the designated DOE/NV Point of Contact (POC) prior to that work being performed. This PO will include testing/inspection of following equipment: 7-112.5 KVA transformers; 1 Cutler-Hammer by-pass maintenance switch; 2-45 KVA transformers; 1 Cutler-Hammer by-pass isolation switch; 6-30 KVA transformers; 1 GE AV-line switch board (480v); 2-15 KVA transformers; 8 GE power panels; 16 feeder breakers; 2 main breakers; 8 GE 8000 Line Control Centers (480 amp); 1 GE 300 Line Control Unit; 19 GE Heavy Duty Safety Switches (30 amp); 2 GE Heavy Duty Safety Switches (400 amp); 1 emergency shut-down panel; 1 heavy duty safety switch (100 amp); 1 line control unit (480v); 1-480v circuit breaker; 2 GE Distribution/Control Units Substations consisting of master unit, heater & light switches, a GE AKD-8 switchgear, main breaker and secondary disconnect; 2 MGM transformers (480v); 1 Power con Corp Transition Unit; 15 KVA 600 amp Model S-12241, D-9512 Load Interrupters. Documentation and use of transformer test report form, switchgear checklist form, infra-red scan report form, air circuit breaker test & inspection report form, disconnect switch test and inspection report form, protective relay test report, current transformer (ct) test record, potential transformer (pt) test record, and dielectric test sheet shall be required for this preventative maintenance contract. Contractor shall provide a written report of potential failure conditions at end of each inspection (see website for forms). Since these forms comprise a purchase order deliverable, payment will not be made until reports are submitted and accepted. It is requested that the offeror provide price information for both primary and secondary injection testing on the Air Frame, Metal-clad circuit breaker. The NSF is a secured facility & requires DOE/NV sign-in and/or escort for any work to be done. Coordination w/POC is required prior to arrival to perform work to avoid delays in gaining access to NSF. If access is denied due to failure to coordinate arrival w/POC, the Gov't will not be liable for costs of that trip. (vii) Delivery Point is the NSF, 232 Energy Way, N. Las Vegas, NV, 89030. Acceptance is at destination. Delivery is per instructions in para. (vi). NOTE: The following clauses are located at website: (viii) FAR provision 52.212-1, Instructions to Offerors Comc'l Items, applies and the following addenda: para (b)(4) In addressing technical portion of RFQ, offeror must provide their plan to accomplish work, schedule, and labor plan. (b)(11) A SF-1449 is to be completed, signed, and returned with offer. (ix) Refer to provision at 52.212-2, Evaluation Comc'l Items: evaluation factors are technical approach, past performance, and price. Tech approach/past perf., when combined, are equal to price. (x) Offeror is to complete and return provision at 52.212-3, Offeror Reps & Certs Comc'l Items. (xi) Clause 52.212-4, Contract Terms & Conditions Comc'l Items is applicable. (xii) Clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes & Executive Orders Comc'l Items is applicable as amended. (xiii -- xiv) N/A. (xv) CBD Numbered Note 1 applies. (xvi) JOB-SITE TOUR is scheduled for January 24, 2001, at 10:00 am PST, at the NSF and is LIMITED TO U.S. CITIZENS ONLY. No other tours will be offered.
