- Description
- The Project Manager, Defense Communications and Army Transmission Systems (PM, DACTS), Fort Monmouth, NJ is conducting a market survey to determine commercial availability for bandwidth efficient modems. The Enhanced Bandwidth Efficient Modem (E-BEM) contract is to provide Commercial-Off-The-Shelf (COTS) modems to support user communications on the Interim Wideband System (IWS) to meet worldwide requirements of the Government. Ordering is authorized for Department of Defense (DoD) Agencies and other Federal Agencies. The Government seeks to acquire state-of-the-art bandwidth efficient modems capable of executing various commercial and Government developed applications; Government applications are compliant with Level 5 of the Defense Information Infrastructure (DII) Common Operating Environment (COE). The modems and their ancillary equipment shall interface with legacy MIL-STD-188-164 Terminal Types A and B which are compliant with open systems standards such as the Technical Architecture Framework for Information Management (TAFIM), Joint Technical Architecture (JTA), and DOD Directive 5200.28 Security Requirements for ADP systems. The DOD's current and future modem requirements are to be part of large fixed terminal sites using Defense Satellite Communications System III (DSCS III), DSCS III/SLEP and Gapfiller satellites to achieve data rates between 64 kbps and 51.84 Mbps, and improved user data throughput capabilities. The general desired capabilities for these modems are to take advantage of current and future technologies, while continuing to ensure backward compatibility with legacy OM-73 and other government owned COTS Binary Phase Shift Key (BPSK), Quad Phase Shift Key (QPSK), Offset Quad Phase Shift Key (OQPSK), and INTELSAT compatible Eight (8)-Phase Shift Key (8-PSK) modems. After the notice to proceed is issued, the ordering period for equipment and services under this contract shall be a base period of one (1) year with four (4) option years. The contract will provide a single vehicle to meet the requirements for equipment and services of those users authorized to order under the contract. Under the contract, the contractor will perform in a fully responsive, complete and flexible manner over the entire contract life in recognition of the dynamic nature of the information technology environment and user requirements. The projected performance of the contract will include changes in user requirements, standards, regulations, the availability of technology, and technological developments. The manufacturers of these modems shall be International Standards Organization (ISO) 9000 audited, certified, and registered. The prime contractor (if not a manufacturer) shall either be ISO 9000 audited, certified, and registered or propose a strategy for migrating to an ISO quality system. Contractors are to have past performance of producing similar modems within the last three (3) years. This acquisition is conducted by the United States Army Communications-Electronics Command (CECOM), CECOM Acquisition Center, Fort Monmouth, NJ and PM, DCATS.
