- Description
- The Government intends to solicit and negotiate on a sole source basis with Old Dominion University Research Foundation, Norfolk, Virginia to perform a circulation study of the Gulf of Fonseca, for NOAA, NOS, CO-OPS, Norfolk, Virginia. Three major work areas comprise this study: data collection, product generation, and in-country training. During the data collection phase of the project a high quality data set of sufficient detail to elucidate the major spatial and temporal patterns of circulation in the gulf will be obtained. Two observational methods will be combined: surveying using a current profiler towed along transects and HF radar to map surface currents. Following data collection, the researchers will analyze both the radar and current meter data and produce an atlas which illustrates the major circulation patterns of the gulf. This descriptive text of this atlas will be in Spanish with a copy in English. The final phase of the project involves personnel traveling to El Salvador, Honduras, and Nicaragua to give training sessions and delivery the atlas. Period of performance is 298 days after date of order. The first survey shall begin on March 8, 2001 with the entire project to be completed by December 31, 2001. Authority: 41 USC 253(c)(1). Old Dominion University Research Foundation is the only know source capable of performing the required study. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to perform the required study. Copies of the solicitation will only be provided in response to written or faxed requests received directly from the requestor.
