Description
This is a notice of intent from the Naval Air Warfare Center, Aircraft Division to issue a Cost Plus Fixed Fee (CPFF) task order, on an other than full and open competition basis, to an existing Basic Ordering Agreement (BOA) with Northrop Grumman Corporation, South Oyster Bay Road, Bethpage, NY, 11714. The task order is for engineering support for the UHF Electronically Steered Array (UESA) ATD Project. In anticipation of an UESA ATD Antenna being installed and tested aboard the EC-130 Testbed Aircraft in the FY-04 timeframe, NAWCAD requires up-front Systems Engineering Support from NGC to integrate the UESA array with the EC-130 Radar Subsystem. As the manufacturer of the E-2C, Northrop Grumman has a unique, in-depth corporate knowledge of the aircraft's physical structure, electrical systems, avionics and system interfaces. Additionally, Northrop Grumman is intimately familiar with U.S. Navy system requirements and design methodologies best suited to meet those requirements. In order to reduce or eliminate system integration risks for these new systems, it is vitally important to the eventual success of the program that Northrop Grumman provide that expertise to the team. Northrop Grumman is the only firm that possesses the necessary knowledge, experience, and technical data required to perform this effort within the limited time constraints of the Navy. For information or questions regarding this notice, please contact Mr. Ben Hansford at (301) 757-1784. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. See Numbered Note 22.
