Description
The U.S. Army Aviation and Missile Command, Product Manager for Test Equipment Modernization Program (PM, TEMOD) is responsible for the acquisition of state-of-the-art, commercial/non-developmental general-purpose test equipment. The equipment is used to standardize Army inventory and replace existing obsolete test equipment. A Draft Performance Specification has been developed for a Portable Radar Test Set (PRTS), Identification Friend or Foe. The PRTS shall test both transponders and interrogators. It shall primarily provide a GO/NO-GO test for Modes 1, 2, 3/A, C, 4, latest version for military Mode S, and shall be software/hardware upgradeable to Mode 5. It shall also provide for both radiated and direct connect diagnostics of transponders, interrogators, cabling, and their respective antenna systems. It shall not employ embedded COMSEC. It shall be primarily battery powered (additional sources of operating power are acceptable). Maximum consideration shall be given to the following characteristics: ease of user operation, weight, battery life, operating environment (i.e. rain, temperature, etc.), degree of internal BIT, soldier's operational burden (to include MOPP IV operation), MTBF, and MTTR. The PRTS shall be built such that precedence is given to the DOD International AIMS Program Office requirements. Input by contractors shall be accepted and considered for inclusion into a Final Performance Specification. No decision has been made at this time as to the type of procurement; i.e., full and open competition versus small business set-aside. Expect bid samples (3 each) to be requested in the August-September, 2001 timeframe with award expected in the March-April 2002 timeframe.
