- North Florida/South Georgia Veterans Health System, VA Medical Center, Gainesville, FL seeks full and open competition for the award of a contract for the delivery of a Wet Scrubber System for the Hospital Waste Incinerator. The Government intends to award a firm fixed price contract in accordance with all terms, conditions, provisions, specifications, and schedules of the solicitation, pending the availability of funds. The contract award will occur in the second quarter of Fiscal Year 2001, estimated to be on or about March 31, 2001. Each offer should contain the offeror's best terms from a cost/price and technical standpoint, as contract award may be based on initial offers received, without discussions. This solicitation requirements call for the delivery of a wet scrubber system. The solicitation will be conducted in accordance with FAR Part 14.5 Two-Step Sealed Bidding and shall be evaluated awarded in accordance with FAR Part 14.3 and 14.4. The evaluation criteria shall consist of: Technical Capability Factor (60 Points)with 4 subfactors and Past Performance Factor (40 points) with 3 subfactors; Technical Capability Subfactors include:(1) Proposed scrubber system is completely detailed with all data submitted as requested by Technical Data Questionnaire (25 points), (2) Scrubber utility requirements/usage and total operating costs associated with normal maintenance in one year (20 points), (3) Key qualified personnel provided to perform field work services. Provide qualifications of field work technician in addition to estimated man days for each section of the required field work (10 points), (4)Number of separate or individual scrubber system components to be shipped to job site as it relates to an efficient installation ( 5 points). Past Performance Subfactors include: (1) Total number of completed scrubber installations having same model, series, and specific type of scrubber as proposed for this installation; when burning medical and hospital waste; and which have been installed on medical waste incinerators of at least 500lb/hr capacity (20 points), (2) Total number of certified emissions test reports showing compliance with EPA's Hospital/Medical/Infectious Waste Incinerator Regulations on incinerator installations and which have the same model, series, and specific scrubber as that proposed for this installations (15 points), (3) Length of time or duration during which the proposed model, type or series of scrubber has demonstrated successful operation (5 points). Technical proposals shall not include prices or pricing information. In the second step, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award, and each bid must be based on the bidder's own technical proposal. Offerors should submit proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted; and the Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. A notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptability. One technical proposal may be submitted by each offeror. Invitation For Bid (IFB) 573-17-01 is advertised as full and open competition with NAICS: 333298 and a size standard of 500 employees. The solicitation will issue on or about February 9, 2001. The closing date for submission of technical proposals is March 13, 2001 at 2:00pm local time. Requests for copies of this solicitation must be in writing and should be received by the issuing agency no later than 15 calendar days from the date this notice is published. No telephone requests will be accepted. Hard copies of this solicitation will be issued to the first 15 requests. Any and all questions regarding the solicitation should be in writing and faxed to 352-374-6086 to the attention of Donna Nelson not later than 15 days after the solicitation issue date.
