Solicitation Notice for Local Telephone Switched and Dedicated (intra-lata) Access Services for the State of Nebraska -- Solicitation # 6TSA-01-TLW-0054 -- GSA/FTS, Heartland Region (Reg. 6) is soliciting offers for Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed-Priced Contracts For Local Telephone Switched and Dedicated (intra-lata) Access Services in the State of Nebraska. The solicitation is prepared in accordance with Federal Acquisition Regulations (FAR), Part 12, Commercial Item. FAR Part 13 procedures will also be applicable. All Local Exchange Carriers (LECs), facilities based or Resellers who are certified by the Nebraska Utility Board (IUB) may submit an offer to this solicitation. Closing date and time: All proposals are due at 3:00 p.m., CST, Monday, February 12, 2001. Statement of Work: GSA intends to award Multiple, Indefinite Delivery/Indefinite Quantity, Firm-Fixed-Priced Contracts for local switched and dedicated (intra-lata) access services within the GSA Region 6 State of Nebraska. Vendors should propose all their local service offerings. The minimum guaranteed contract amount per contract is $100; the maximum ordering limitation per contract is $1,000,000. These contracts shall be utilized by Federal Government agencies within Nebraska for the non-mandatory acquisition of local switched and dedicated (intra-lata) services. These local switched services will be used to provide telecommunications service between specific Federal Government sites, between Federal Government and commercial sites, and/or between a Federal Government site and an inter-exchange (IXC) point of presence (POP). All services, equipment, features, maintenance, and installation shall be at least comparable to what the LECS or resellers provide their commercial customers in Nebraska. The Government intends to provide service to any areas where locality based pricing is in the best economic interests of the Government. GSA wants to provide maximum choices for switched access and dedicated services to Federal Government agencies, based on locality-specific pricing. A vendor is not required to propose the same options in all locations. The offeror can only be awarded contracts in those geographical areas where they are certified by Nebraska Utility Board (IUB) to offer local services. The solicitation including Attachments will be available on or about 1/8/01 and will posted at the GSA website on the World Wide Web at (R6.gsa.gov/fts/currentframe.html) or on the World Wide Web at (eps.gov), along with applicable commercial item clauses and required forms. Vendors shall read, understand, and comply with the contents of this solicitation. A complete proposal consists of: A signed SF1449; Completed and signed, Representations and Certifications-FAR Clause 52.212-3; Table A "Pricing Schedule and Geographic Areas Covered" matrix; a complete technical proposal (as described in the solicitation); and past performance references (minimum of 5 in the State of Nebraska). Proposals that do not contain all of the required documents listed above, may be determined to be nonresponsive, and their proposal would not be considered by the Government. Proposals shall be submitted to: GSA, Office of Business and Support Services (6ADB), 1500 E. Bannister Road, Rm. 1161, Kansas City, MO 64131-3088, marked appropriately identifying solicitation # and due date. Closing date and time: All proposals are due at 3:00 p.m., CST, Monday, February 12, 2001. No fax or email proposals will be accepted.
