17.DESCRIPTION/SPECIFICATIONS -- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only quotation; proposals are being requested and a written quotation will not be issued. The quotation number is N00406-01-T-5086. The quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This procurement is a full and open competitive, unrestricted requirement. The applicable NAICS code is 421830 with a small business size standard of 500 employees. The contract line item is: CLIN 0001 is for 6 each 12' x 42' stackable modular office units. Minimum specifications are as noted: The units shall have a perimeter cage with lifting eyes as such to handle the weight of the units while lifting and handling. The units shall be located at Puget Sound Naval Shipyard. Dimensions of the units is approximate and does not include perimeter cage, lifting eyes or end mounted Heat/AC units. Units shall be new in construction. All doors, windows, lighting, heating, air conditioning, electrical wiring, etc. must be in proper working order and meet all applicable building codes. Roof single ply membrane, exterior walls and doors shall be of metal construction. Units shall have florescent lighting of sufficient office use intensity with light defusers installed. Units shall have electric heat and air conditioning. Both shall be capable of maintaining an inside temperature of 70 degrees F. Units shall have adequate numbers of screened opening windows to provide natural ventilation and emergency egress. Units shall have 115V single phase, grounded duplex outlets, 15 amp capacity, and be protected by a ground fault interrupter. Quality and quantity enough to support office environments IAW Notational Electrical Code. Units shall be wired for 120/240 VAC single phase power per National Electrical Code. The electrical panel shall have a outside 25 foot lead in pigtail made of AWG4 4 conductor cable, type SO or SJO, with copper conductor; conductors terminated with copper crimped lugs. Delivery & Set-up, 04 April 2001. The Contractor is responsible for all required permits, transportation and delivery. Shipyard personnel will be responsible for placing the unit on site, set up (blocking, leveling, telephone outlets, site preparations, etc.). CLIN 0001 to be FOB Destination to Puget Sound Naval Shipyard, Bremerton, Wa, 98314-5001. Sketches of the special lifting device are available upon request. In addition, a site visit has been scheduled for 16 Jan 2001, 1:00 pm to view similar units with the lifting device. You must notify Judy Gregg no later than 12 Jan 2001 @ 2:00 pm if you will be attending the site visit. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offers will be evaluated based on the low price, technically acceptable, and the RYG Program Evaluation. Offerors are advised to include a completed copy of the provision at 52.212-7000, Offeror Representations and Certifications -- Commercial Items, with their offer. Clause 52.212-4 Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following FAR clauses cited in this clause are applicable to this acquisition: 52.203-6 A-1, 52.219-8, 52,222-21, 52.222-26, 52.222-35, 52,222-36, 52.222-37, 52.223-9, 52.223-9 A1, 52.225-13, 52.225-13, 52.232-13, 52,232-33. DFAR Clause 252.212-7001 Contract Terms and Conditions required to Implement Statues or Executive Order Applicable to Defense Acquisition of Commercial Items applies to this acquisition. The following DFAR clauses cited in this clause are applicable to this acquisition: 252,225-7007, 252.225-7012, and 252.243-7002. Offers are due no later than Monday 22 Jan. 2001, 3:00 P.M.(Pacific Time).
