- Description
- PRE-SOLICITATION NOTICE: Contractor shall furnish all labor, materials, supplies, and supervision necessary for upgrading portions of the primary electrical system serving Building 101 from 4.16 kV to 26.4 kV as well as any other work required to complete project as set forth in strict accordance with plans and specifications of the contract as specified in the Technical Provisions. Building 101 houses the Naval Aviation Depot and consists of hangars, warehouses, shops, administrative offices, and test facilities. Demolition includes approximately 10,000 feet of PILC cable and three 500 kVA oil-filled transformers (non-PCB). Installation includes indoor cast-coil transformers (500, 1500 kVA), an oil-filled pad-mounted transformer (500 kVA), a pad-mounted switch, high-voltage cable (approximately 5000 feet), two manholes, underground duct bank (approximately 500 feet) and four relay cabinets for transformers serving the building's secondary network. Work must be performed in a manner that minimizes disruption to production schedules. Performance and Payment Bonds will be required and the performance period is 200 calendar days. The estimated repair costs are between $500,000 and $1,000,000. This procurement is unrestricted. The North American Industry Classification System Code (NAICS) is 23531 and the related small business size standard is $11,500,000. The contract will be awarded to the firm providing the proposal with the best value to the Government using criteria outlined in the solicitation. THE GOVERNMENT WILL ISSUE THIS SOLICITATION THROUGH THE INTERNET. Plans and specifications will NOT be directly provided in a paper hard copy format nor CDs. Notification of any changes to this solicitation will be made ONLY on the Internet site. It is, therefore, the contractor's responsibility to check the below listed Internet site daily for any posted changes in this solicitation's plans and specifications which will be available on or about 22 January 2001. Download from the Internet is free of charge; however, the plans and specifications may take time to download. The address for downloading this solicitation from the Internet is http://esol/navfac.navy.mil. The official plan holders list will be maintained and can be printed from this Internet site. All prospective offerors must register as plan holders on the Internet site for this project.
