- SYNOPSIS: The Drug Enforcement Administration (DEA) has a requirement for a Leadership Development Instructor to be assigned to the Leadership and Ethics Unit (TRDL). The instructor will be required to perform a variety of tasks to include, but not be limited to The following: Function as primary leadership development instructor in the Group Supervisor Institute, Conduct research in order to identify emerging trends within the leadership development field, ensure leadership instruction remains current and is applicable to the target audience, Develop leadership instruction courses for specified targeted audiences and prepare comprehensive lesson plans for each developed block of instruction, incrementally review existing lesson plans to ensure they contain the most recent and appropriate information and are being presented utilizing state of the art instructional techniques, assist in the development and maintenance of a leadership development curriculum for programs such as the Field Training Agent (FTA) Program; and Advanced Agent Training (AAT) Program, Author and publish literature related to leadership development in professional law enforcement publications such as Police Chief Magazine; Law Enforcement Training Quarterly, and Government Training News, ensure the continuity of leadership development training throughout all levels of Special Agent and non-agent training programs, Advise high level DEA Managers on all aspects of leadership and ethics training and education throughout DEA and the federal law enforcement community, and to develop and implement electronic learning leadership and ethics programs for DEA. INSTRUCTOR QUALIFICATIONS: The instructor must have knowledge of the DEA culture as required training development and implementation will be targeted primarily to a DEA audience, must have knowledge and a high level of expertise in Situational Leadership methods, experience in the development and implementation of curriculum formats for federal; state and local law enforcement personnel. In addition, the instructor must possess a Bachelor's degree from an accredited University, Master's Degree from an accredited University (preferably in leadership related studies or adult education), Ph.D. / working towards a Ph.D. / completion of Ph.D. level courses at an accredited university, have ten or more years of law enforcement experience including five or more years in a supervisory or management position (Federal experience is preferred), experience teaching/instructing law enforcement personnel in leadership development skills both domestically and internationally, be recognized within the law enforcement leadership development community as a subject matter expert, have knowledge and experience in the authoring and publishing of law enforcement leadership development articles and/or books. The DEA intends to issue a sole-source contract (with four (4) Term Options) for this requirement to Robert McCarthy. This acquisition will be accomplished through the simplified acquisition rules under FAR Part 13. The NAICS Code is 611430. The DEA is seeking additional sources for this effort.
