Description

This is a combined synopsis/RFQ for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The government is seeking training course services from BICSI or equal. For course description go to www.bicsi.org, go to "Installation Program", then "2001 Course Description", then the following course "OSP-101 Site Survey and Media Selection", "OSP-102 Underground and Direct-Buried Cable Plant Design", and "OSP-103 Aerial Cable Plant Design" for a complete course description. These courses will be taught in a series starting with "OSP-101, then OSP-102, then OSP-103" or equal. This will be for on-site training located at Twenty-nine Palms, CA 92278-8114. The desired course schedule is mid January 2001 though February 2001. The Government will award a Purchase Order resulting from this combined synopsis/RFQ to the responsible quoter whose quotation, conforming to this RFQ, which is the lowest price and most advantageous to the Government. Offers shall be evaluated for fair and reasonable price, technical acceptability, and adherence to applicable clauses, provisions, delivery schedule and satisfactory past performance record. Quotes to include course description/syllabus and price breakdown. The government anticipates a Firm Fixed Price Purchase Order. Incorporated provisions and clauses are as follows. FAR Provision 52.212-1, applies to this acquisition. The Standard industrial classification (SIC) code and small business size standard for this acquisition is 8999, Services, N.E.C., $5.0 million. Offer shall include a completed copy of the provision at 52.212-3, Offer Representation and Certification-Commercial Items, which may be accessed on the Internet (http://farsite.hill.af.mil). Additional applicable FAR Clauses: 52.212-4, 52.212-5, 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-19, 52.222-41, 52.222-42, 52.222-43, 52.222-44, 52.222-47 and GSAM Clause 552.212-71 and 552.229-70 apply. Note: Oral price quotations will not be accepted for this procurement. All price quotations shall be submitted to Judith Carter, not later than January 9, 2001.
