Description
This notice is for information purposes only. A draft program solicitation, as a precursor to potentially awarding multiple financial assistance cooperative agreements, is underway. It is the intent of the National Energy Technology Laboratory (NETL), on behalf of the Office of Industrial Technologies (OIT) in the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy, to solicit the submission of proposals for implementation of technologies to reduce energy consumption, enhance economic competitiveness, and reduce environmental impacts, specifically in the Industries of the Future (IOF) industrial sectors. The IOF sectors consist of the following, nine major materials and processing industries: agriculture, aluminum, chemicals, forest products, glass, metalcasting, mining, petroleum, and steel. Specifically, the objective of the solicitation is to mitigate the risk to industries of accepting and using these emerging technologies. It is NOT the intent of the NETL to solicit research and development projects. The NETL intends to select a group of projects that have completed a full-scale demonstration at a manufacturing plant. Projects are not limited to those supported by the IOF Specific, IOF Crosscut and the OIT Financial Assistance Programs, although a Program Policy Factor is included which may be used to select proposals including OIT sponsored technologies over non-OIT sponsored technologies. Applicants are limited to those organizations which own the implementation facility. Technology owners who do not own the implementation facility may not apply for assistance under this solicitation. Following release of the draft solicitation in January 2001, a comment period until January 31, 2001 will open. Final issuance of the program solicitation is slated for mid-February with selections expected in July 2001. DOE will provide $2,500,000 (based on the availability of appropriated funds) to fund the program, and industry must match (or exceed) the Government cost share for every project, bringing the total program value to at least $5,000,000. DOE anticipates making multiple awards under this program solicitation. The DRAFT solicitation, DE-PS26-01NT41094 will be available via the internet for downloading as a WordPerfect 6.1 (Windows) file and/or as an Adobe Portable Document Format (pdf) file on the NETL Homepage at "http://www.netl.doe.gov/business/solicit/" on or about January 5, 2001. Interested parties are advised that availability of this PS is limited to this electronic medium and DISTRIBUTION WILL NOT BE MADE VIA DISKETTE NOR IN PAPER COPY.
