Description

This is a presolicitation notice to provide information on the A-76 Cost Comparison for 576th FLTS Launch Support Services at Vandenberg AFB CA. The Government is currently performing these launch support services and a cost comparison study under OMB Circular A-76 will be conducted to determine to most cost-effective mode of operation. There are 62 military and 10 civilian authorized positions for in-house performance with a five year budgeted cost estimate of $18.5M. A single solicitation will be issued for this multi-function study. It is anticipated the period of performance will commence 1 October 2001 and end 30 Sep 2002 with four (4) options periods of one year each (1 October 2002 through 30 September 2006). An observation period will commence as early as 1 August 2001. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Updated information will be provided in future announcements and posted electronically on the Fed Biz Ops (formerly the Electronic Posting system) website at www.eps.gov as available. The NAICS Code for this acquisition is 541330 Engineering Services for Military and Aerospace Equipment and Military Weapons. The size standard is $20M. This action is 100% set-aside for small business participation only. REQUIREMENT: The 30th Contracting Squadron is seeking qualified contractors to provide all management, planning, programming, administration, supplies and labor necessary to ensure that launch support services to include (1) Launch Facility refurbishment, (2) corrosion control services, (3) vehicle issue and control, (4) equipment issue and control, (5) environmental management services, (6) program management services and (7) training management services are performed for the 576th Flight Test Squadron at Vandenberg AFB CA. ACQUISITION EVENTS: A draft Statement of Work (SOW) was posted on www.eps.gov on 16 Nov 00 under reference number 5760001. The draft SOW will be reposted with this notice. A draft RFP may be posted as it becomes available and the final RFP is scheduled for release O/A 25 Jan 01.
