- Description
- The U. S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $350,000 and $550,000. The small business size standard is less than 1,000 employees. The acquisition is for drydock repairs to the USCGC WEDGE (WLR-75307), a 75 foot _D-Class_ Tender and 90 foot Barge. The Vessel_s homeport is Demopolis, Alabama. The Vessel_s availability is for fifty-six (56) calendar days, starting June 18, 2001. The place of performance for this vessel is restricted to the Western Rivers of the United States. The _Western Rivers_ means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the _Western Rivers,_ but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. The scope of this acquisition is for drydocking and repairing various items aboard the USCGC WEDGE (WLR-75307). This work will include, but is not limited to: welding repairs, tank cleaning, inspection, fuel removal and disposal; cleaning and inspecting sewage tanks; removing, inspecting, and reinstalling propeller shafts; fabricating the propeller shaft; renewing water-lubricated shaft bearings, shaft sleeves, and shaft strut barrel; removing and reinstalling propellers; cleaning and testing grid coolers; overhauling, renewing and testing valves; inspecting and testing air receivers and relief valves; removing, inspecting, and reinstalling rudder assemblies; renewing tender towing knees; preserving barge spuds, spud wells, and renewing spud well liners; inspecting, overhauling, and testing barge boat davit; overhauling barge air capstan; performing non-destructive testing of various deck fittings; preserving and disinfecting potable water tanks and preserving sewage and grey water collection and holding tanks; preserving barge buoy deck; preserving underwater body of barge and tender; performing ultrasonic testing; renewing barge framing and plating; upgrading ship service diesel generators; installing ballast weight for vessel trim correction; preserving bulkhead and overhead surfaces in tender forward hold and in shaft alley; preserving barge freeboard and tender freeboard; providing temporary logistics and routine drydocking. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued under full and open competition procedures. In your response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers; and (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Your response is required by January 16, 2001. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the CBD.
