- Description
- The U. S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $100,000 and $250,000. The small business size standard is less than 1,000 employees. The acquisition is for drydock repairs to the USCGC WIRE (WYTL-65612), a 65 foot _C_ Class Harbor Tug. The Vessel_s homeport is Saugerties, New York. The Vessel_s availability is for thirty-five (35) calendar days, starting June 11, 2001. The place of performance for this vessel is restricted to no open water transits and is restricted to the protected waters of the cutter_s assigned area of operations. The boundary lines/points in the geographic restriction areas are: Rhode Island/Connecticut border in the north and Hudson River to Troy Locks, New York, District One and District Five boundary at Toms River, New Jersey, in the south. The scope of this acquisition is for the drydocking and repairing of various items aboard the USCGC WIRE (WYTL-65612). This work will include, but is not limited to: welding repairs, renewing framing in the forepeak compartment; cleaning, inspecting, and preserving diesel fuel tanks and sewage and grey water collection and holding tanks; removing, inspecting, and reinstalling propeller shaft; fabricating and installing propeller seal retainer; renewing water-lubricated shaft bearings; renewing shaft sleeves; removing and reinstalling propeller; cleaning and testing MDE grid cooler and relocating grid coolers for both ship service diesel generators; preserving the transducer hull ring and renewing the V850 transducer; installing the cofferdam around the fuel station; overhauling, renewing and testing valves; testing and inspecting steering gear system; removing, inspecting, and reinstalling rudder; renewing rudder bearings; preserving the sewage void; preserving the underwater body, the freeboard, and the forepeak compartment; performing ultrasonic testing; providing temporary logistics and routine drydocking. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail to gmcdaniel@mlca.uscg.mil or by fax (757) 628-4676. In your response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers; and (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Your response is required by January 16, 2001. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the CBD.
