Description

The Fleet and Industrial Supply Center Norfolk Detachment Washington is intending to award a sole source contract for a Carterra Analyst System designed to support the Geographic Information System (GIS) and to support the National Ice Center/Naval Ice Center (NIC/NAVICECEN). The intended sole source for this requirement is Lockheed Martin. The Contractor shall be responsible for system development and software support for the Carterra Analyst system. This support augments NIC/NAVICECEN's GIS capabilities to analyze ice images and create ice products, utilizing a combination of Commercial Off the Shelf (COTS) GIS and imagery analysis tools. Using Lockheed Martin will prevent disruption of existing services and avoid cost duplication. Negotiations are being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1 (b) FISC intends to award a sole source Firm Fixed Price Contract. The contract will be a 1-year (12-Month) contract. See Numbered Note 22
