Description
The Bureau of Reclamation, Pacific Northwest Region, Boise, Idaho, intends to issue Request for Quotations (RFQ) 1425-01SQ100400 for Cadastral GIS Database Production Support. The intended acquisition is a small business set-aside. North American Industrial Classification System codes and size standards are 541370 ($4.0 million), 541511 ($18.0 million), and 541512 ($18.0 million). Based upon best value to the Government, award of multiple Blanket Purchase Agreements (BPA's) as a result of this RFQ is anticipated. As a water resource management agency, Reclamation is responsible for managing its real property interests which include tracts of land, structures, and buildings. Access to accurate and comprehensive information about these property interests is vital to their sound management. Reclamation also provides property interest information to other organizations and the public to meet their various needs. These property interests are inventoried and tracked using computerized databases that include tabular and spatial data, i.e. cadastral data. Reclamation is automating existing property interests (plat books, maps, legal documents, and photographs) to provide more comprehensive information in its cadastral databases. Reclamation is also continually modernizing its cadastral database technology to improve the efficiency and effectiveness of its management of these resources. Reclamation's objective for automating its lands property interest information is to produce a digital plat book that provides users convenient access to all available information on those interests. Contractors shall be required to provide spatial and graphic data, including metadata on deliverable products, for use in Reclamation's property interests databases. Contractors will also be required to assist with spatial database design and management. Design and programming tasks may include integrating the property interest spatial database with other tabular and spatial databases and developing user interfaces for database access. Contractor provided services will also include assisting and training Reclamation personnel in the use of the property interest spatial database.
