- Description
- NASA/JSC plans to issue a Request for Offer (RFO) for Integration and Operations International Documentation Development and Probabilistic Risk Assessment (PRA) for the International Space Station (ISS). The contractor is required to develop key documentation such as the ISS Station Program Implementation Plan (SPIP). The contractor will continue to develop and coordinate SPIP content, as well as discuss, coordinate, and document in the SPIP, International Partner participation. The contractor will continue supporting development of the strategic operations architecture for the post-assembly timeframe by providing implementation planning and documenting supporting rationale. This task requires historical knowlege and continued coordination with several ISS Program organizations and NASA centers. The contractor will continue the development and maintenance of a PRA document for the ISS design and operations. Detailed understanding of the ISS design and operations, combined with a demonstrated ability to perform complex quantitative PRA, is required. The implementing team must possess extensive experience in quantitative risk assessment for a variety of significant aerospace projects at NASA. In addition, familiarity is required in space flight ground and on-orbit operations. Experience in system safety and accident investigations is required. NASA/JSC intends to purchase the items from Futron Corporation on a sole source basis pursuant to 10 U.S.C. 2304(C)(1). The Futron Corporation has developed a proven PRA model, which has been used by the ISS program for the past several years. Additionally, Futron has developed and managed the key ISS management documents which they will continue to finalize and maintain. Futron Corporation has been involved in this documentation process in the ISS Program for more than five years. Futron's historical knowledge of ISS decisions and how they were developed and implemented is critical for performance of SPIP document management for the ISS Program. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 24, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
