- Description
- The MILSATCOM Joint Program Office, Global Broadcast Division, of the Electronic Systems Center (ESC/MCB) is seeking technical alternatives for the acquisition of a 20 GHz Low Noise Block (LNB) Converter for satellite receive terminals. The Government is currently refining the acquisition strategy for the Global Broadcast Service (GBS) Ground Receive Terminals (GRT). The LNB shall satisfy the following performance requirements: RF Input frequency: 20.2 -- 21.2 GHz; IF Output frequency: 950 -- 1450 MHz; RF Input connector: WR-42 waveguide; IF Output connector: Type N coax (75 ohms); Input power: 14.0 to 21.0 volts @ 400 ma, maximum, multiplexed on the IF output connector; RF to IF conversion gain: 65 dB, minimum. The following LNB parameters are goals: LO frequency accuracy: +/- 100 KHz; LO frequency leakage: -45 dBm, maximum at RF input and IF output ports; RF Input VSWR: 1.5/1, maximum; IF Load VSWR : 2/1, maximum; Gain variation over temperature and frequency: +/- 2 dB, maximum; Gain ripple: 1 dB p-p maximum over any 33 MHz segment of the frequency band; 1 dB compression point: 3 dBm, maximum; Noise figure: 1.8 dB, maximum; Phase noise: -35 dBc/Hz at 10 Hz, -65 dBc/Hz at 100 Hz, -75 dBc/Hz at 1 KHz, -85 dBc/Hz at 10 KHz, -95 dBc/Hz at 100 KHz, -106 dBc/Hz at > 1 MHz; Spurious outputs at IF Output : -50 dB maximum with -10 dBm output signal; -100 dBm maximum with no output signal; 3rd Order Intercept Point: +10 dBm, minimum; MTBF: 10,000 hours, minimum; Operating temperature: -25 to +110 degrees F; Storage temperature: -40 to +160 degrees F; Environmental requirements: humidity, salt fog, altitude, mechanical shock, random vibration, thermal shock, weather exposure. The current plan is to purchase, in fiscal years (FYs) 2001 through 2003, approximately 1000 LNBs. Respondents are notified that a formal solicitation may not necessarily result from this Request For Information (RFI). However, information received as a result of our market survey activities may be reflected in a formal solicitation. The Government will not pay for any information received in response to this request for information, nor will the Government compensate respondents for any costs incurred in developing the information provided to ESC. Without written permission from the respondent, ESC will not release to any firm, agency, or individual outside the Government, any information marked "Proprietary". Respondents must provide the following in their response to this announcement: (1) a description of the proposed technical approach and an accompanying explanation as to how it satisfies the technical requirements and goals; (2) a description of the test approach both during development and/or manufacturing; (3) a description of the technical and manufacturing experience applicable to the proposed LNB including maturity of the technology; (4) brochures and/or other marketing material provided to Government or commercial customers for the product(s) recommended in response to this announcement; (5) the schedule, assumptions and risks associated with the proposed solution(s); (6) Rough Order of Magnitude (ROM) cost estimates for the Non-Recurring Engineering (NRE) and unit manufacturing costs of the proposed solution(s) broken out by total and unit price; (7) information on any additional functionality not in the requirements that the solution(s) provides that would be beneficial to the GBS mission. Response packages should be delivered in two paper copies, limited to twenty (20) pages per copy, including brochures; software copies may be delivered along with the paper copies. Packages received after 30 business days of the date this notice appears in the CBD may not be reviewed. This notice does not constitute a Request For Proposal; it does not restrict the Government as to the ultimate acquisition approach and should not be construed as commitment by the Government.
