TYPE OF SYNOPSIS: PRE-SOLICITATION PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: L -- Technical Services OFFADD: U.S. Army Operations Support Command (OSC), Attn: AMSOS-CCE-S, Building 350, 5th Floor, Rock Island, IL 62199-6000. SUBJECT: RAPID RESPONSE SYSTEM (RRS) OPERATIONS POC Contact: Contract Specialist, Kevan Woodin, 309-782-3961; Contracting Officer, James Loehrl, 309-782-7161. DESC: HQ, OSC intends to solicit and award a sole source task order to Teledyne Brown Engineering (TBE), Huntsville, AL under contract DAAA09-95-D-0001. The sole source task order will be under the authority of FAR 6.302-1 and is for the on-site operations of the RRS for the remediation of Chemical Agent Identification Sets (CAIS) at Deseret Chemical Depot (DCD), Tooele, UT. The task order will also include on-site closure of the RRS, demobilization of the RRS from DCD, and transportation to Huntsville, AL for storage. The RRS is a Product Manager, Non-Stockpile Chemical Materiel (PMNSCM) unique equipment with unique operations which requires extensive and specialized training particular to the PMNSCM mission. The RRS is a transportable system used for on-site destruction of CAIS items. The RRS has the unique capability of allowing operators to access, identify and segregate the various agents and industrial chemicals contained in the CAIS items, and to neutralize the agents, thereby converting them to hazardous wastes. These Army-unique chemicals and operations requires a highly trained, experienced, and integrated crew to execute these very specific and unique RRS operations. Typical RRS unique operations that require RRS specific training include: operation of the RRS neutralization reactor, recognition of the RAMAN spectra for CAIS items, overpack cutting and CAIS segregation activities, RRS waste analysis operations, RRS air monitoring operations, RRS system maintenance, familiarization with the currently active RCRA Permit for RRS Operations in Utah, RRS Standing Operating Procedures, RRS Quality Assurance Program activities and methods. The current schedule for the start of remediation operations for CAIS at DCD is January 31, 2001. TBE is the only known source with these unique capabilities that can meet the operations schedule. TBE has the unique capabilities based on its performance of the RRS test under task order 0008 of the basic contract DAAA09-95-D-0001. As part of the RRS test, the TBE crew has acquired provided the necessary training and experience in processing 37 CAIS overpacks. This training and experience is not available from any source other than TBE. The RRS operations task order requirements contains complex requirements, extensive integration and coordination efforts, and significant environmental and safety matters. Note 22. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
