Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format described in FAR 12.6, as well as the additional information provided herein. This announcement constitutes the Solicitation/Request for Proposal (RFP) and a written solicitation will not be issued. Proposals submitted pursuant to this RFP shall reference Solicitation No. 192P0150013. This RFP incorporates all required provisions and clauses in effect through Federal Acq. Circular 97-20 as if stated in full text, as well as the Department of Commerce Agency Level Protest Procedures listed at http://www.uspto.gov/web/offices/ac/comp/proc/protest.htm, and the terms and conditions of FAR 52.212-1. The U.S. Patent and Trademark Office (USPTO) is requesting a proposal pursuant to this RFP and intends to issue a sole source, commercial item procurement utilizing the simplified acquisition procedures authorized by FAR 13.5 to Computer Associates of Herndon, VA. A firm fixed priced purchase order will be awarded for the software maintenance. This procurement is for renewal of software maintenance for a twelve (12) month period as well as three (3) option periods covering the nine (9) Computer Associates software products that are currently utilized at the USPTO. Two of these products "All Client Manager, 100 user, Qty 1" and "All Client Manager, 500 user, Qty. 2" are available through their GSA Schedule. The additional products covered by this maintenance agreement procurement are as follows: "Multi Cool:Biz (Standalone), Qty. 1"; "Multi Cool:Gen C Proxy Site License, Qty. 1"; "Multi Cool:Gen Com Proxy Site License, Qty. 1"; "Multi Cool:Gen Java Proxy Site License, Qty. 1"; "Multi Multiple Target Dev Based Seat, Qty. 45"; "Multi Multiple Target Dev Based Seat, Qty. 200"; and, "Multi Tuxedo, Qty. 1". This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Computer Associates is the owner of these proprietary software products and is the only source from whom software maintenance can be procured for the current licenses utilized by the USPTO. Any revisions, upgrades or documentation shall be delivered to the Patent and Trademark Office, FOB destination. A proposal shall be delivered to the Patent and Trademark Office, Office of Procurement, 2011 Crystal Drive, CPK 1, Suite 810, Arlington, VA 22202, Attention: Ms. Joan Hanicak, no later than 2:00 PM (EST) on January 04, 2001 with an award expected by January 05, 2001.
