- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format described in FAR 12.6, as well as the additional information provided herein. This announcement constitutes the Solicitation/Request for Proposal (RFP) and a written solicitation will not be issued. Proposals submitted pursuant to this RFP, shall reference No. 192P0150085. This RFP incorporates all required provisions and clauses in effect through Federal Acq. Circular 97-20 as if stated in full text, as well as the Department of Commerce Agency Level Protest Procedures listed at http://www.uspto.gov/web/offices/ac/comp/proc/protest.htm, and the terms and conditions of FAR 52.212-1. The U.S. Patent and Trademark Office (USPTO) is soliciting a proposal and intends to award a commercial item procurement utilizing simplified acquisition procedures authorized by FAR 13.5. The USPTO plans to issue this award on a sole source basis to Cast Software of Reston, VA. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This solicitation provides for the procurement of the following concurrent client licenses: 1) SQL Builder (Qty. 3); 2) Application Viewer (Qty. 5); 3) Release Builder (Qty. 3); as well as one server component entitled Cast Application Warehouse (Qty. 1); as well as twelve months of maintenance on the software products; installation services and three (3) days of on-site training. The USPTO will also procure optional software maintenance for an additional twelve-month period. Cast is the developer and only provider of their application mining solution software. The software will be delivered to the USPTO on or before January 12, 2001. The Cast products were selected after a market survey and evaluation. These products were found to be the only products that met PTO's needs for a commercial software product that would provide the functionality, automated documentation, impact analysis and dependency links of all objects within the application in relation to the PTO's TRAM++ Project. These products were selected after careful consideration and are being procured for further testing, installation and evaluation. Previous and on-going market surveys have identified no other products that can better satisfy USPTO requirements and functionality. A proposal shall be delivered to the Patent and Trademark Office, Office of Procurement, 2011 Crystal Drive, CPK 1, Suite 810, Arlington, VA 22202, Attention: Ms. Joan Hanicak, no later than 2:00 PM (EST) on January 04, 2001 with an award expected by January 05, 2001.
