- Description
- The Navy requires one to two self-sustaining container ships. The vessels are needed to support the U.S. Air Force's Prepositioning program. The prepositioning site will likely be Diego Garcia, but the vessels will be worldwide deployable as required. The Government may acquire the second vessel, which will be delivered in late 2002, via an option to charter the vessel. Both vessels must be: Fully self-sustaining at all hatches loaded with sponsor cargo; Minimum capacity of 1400 ammunition laden; 20 foot Government provided containers; Containers must be maintained within a range of 40 to 50 percent relative humidity; Temperature must be maintained below 85 degrees Fahrenheit; Minimum speed (fully ladened, moderate weather) of 16 knots; Maximum laden draft of 35 feet when loaded with the described cargo; Vessel must have a minimum of two cargo cranes and associated lifting gear; First vessel to be delivered at Sunny Point, NC with lay days of 03 -- 14 December 2001. The second vessel is estimated to be delivered in late 2002; Capability to accommodate at least seven (7) Government personnel. In addition the vessels must be a U.S.-Flag vessel upon delivery and be enrolled in the VISA program upon vessel delivery. The Government will request rates under a charter period of 29-months with one 30-month option period for US flagged vessels and a firm 59-month charter period for all others. Finally, the Government will consider alternate proposals concerning laydays and performance periods from all potential offerors. Alternate proposals for periods of performance in excess of 5 years would be considered only if allowable by law prior to contract award. The age restriction for reflagged vessels will be 20 years. The age restriction for vessels undergoing a substantial rebuild will be 25 years. The solicitation will only be provided electronically or by Federal Express.
