Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is GS432-01.The closing date is Thursday, January 18, 2001 at 1:00 PM ET. The North American Industry Classification System (NAICS) code is 3861 and the small business size is 500 employees. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. Discounts for payments, if offered, will not be considered in evaluation for award. UNICOR, Federal Prison Industries, Inc. intends to enter into a firm fixed price Indefinite Delivery/Indefinite Quantity type contract for one base year and two one year option years (if exercised). This contract will have an Economic Price Adjustment which will be exercised initially twelve months after the contract award and every twelve months thereafter should the option year(s) be exercised. The adjustment will be based on the calculation for the item(s) assigned for the particular Product Service Code 7045. The contractor is required to submit in writing a request for the EPA increase within 30 calendar days of being eligible. The items to be procured are various Drums and Toner that will be used as raw materials for the remanufacture and production of Laser Toner Cartridges. See UNICOR's website solicitation number GS432-01 for detailed specifications of the drums and toner. The quantities are only estimates and shall not obligate the Government; however, there are minimum guaranteed quantities specified for the individual line items for the term of the contract. Each item in this solicitation with a IDIQ requirement type contract has a minimum and maximum quantity. Prices for each item will be submitted for both the minimum and maximum quantity for each item. If the price remains the same, the contractor shall annotate as such. The guaranteed minimum quantities during the term of the contract are as follows: 1,000 each for the Drums (Taft and Fort Dix combined) and 1,000 lbs. or bottles (Taft and Fort Dix combined). The maximum quantities for the term of the contract are as follows: 100,000 each Drums (Taft and Fort Dix combined) and 100,00 lbs. or bottles of Toner (Taft and Fort Dix combined). The Brand Name or Equal clause is incorporated in this solicitation FAR 52.211-6 for the Drums. The brand must be Mitsubishi or Fuji Long Life Drum with gears. Toner must be Black Powder and compatible with Mitsubishi or Fuji Brands. First Article testing is required per FAR clause 52.209-4, First Article Approval Government Testing. The items will be ordered via individual delivery orders from authorized personnel at Taft and Fort Dix and/or Central Office in Washington, DC with the exception of the designated Contracting Officer's Technical Representative (COTR). Individual delivery order limitations are as follows: minimum delivery order quantity is 1,00 each for drums and 1,000 lbs. or bottles for toner; maximum delivery order limitation is 5,000 each for drums and 5,000 each for toner. Variation in quantities for each delivery order is plus or minus zero percent (0%). The contract will be awarded and items supplied to two UNICOR factories: UNICOR. Taft,1500 Cadet Road, Taft, California 93268 and UNICOR, Fort Dix, Building 5735, Doughboy Loop, Fort Dix, New Jersey 08640. The Contracting Officer's Technical Representatives are Mr. Steve Sommerhauser at UNICOR Taft, CA and Mr. Michael Gibbs at UNICOR Fort Dix, NJ. The proposals will be evaluated using the following Best Value criteria: Price, Past Performance, Delivery, and Technical (Quality of items). The Toner and Drum must be compatible to produce a clear and concise print. The print must be legible, clear of fading, spotting, and streaking. Prints produced from the toner and drum must meet or exceed the industry standards and be free and clear of any backgrounding. Interested contractors may submit proposals to UNICOR, Federal Prison Industries, Inc., Material Management Branch, 320 First Street, NW, Washington, DC 20534. Attn: Bid Custodian, Reference the Solicitation Number (GS432-01) on the outside of the package. All responsible/responsive contractors will be considered for award. Delivery will be FOB Destination Prices. Places of Performance are UNICOR Taft, 1500 Cadet Road, Taft, California 93268 and UNICOR Fort Dix, Building 5735 Doughboy Loop, Fort Dix, New Jersey 08640. Period of Performance is date of contract award through one year thereafter with two one-year option years (If exercised). Delivery of all items is on or before 30 calendar days after receipt of order. FAR clause 52.216-18, Ordering Applies. Orders may be issued from the date of award through one year thereafter with two one-year option years, if exercised. Items shipped without a delivery order will be returned to the contractor at the contractor's expense. The contractor will ensure wrapping and packaging of the material, FAR clause 52.216-21 applies. The contractor shall not be required to make deliveries under this contract after 30 calendar days from the expiration date of the contract. The provision of FAR 52.212-1, Instruction to Offerors Commercial applies to this acquisition, FAR clause 52.212-2 Evaluation Commercial Items is applicable. Each offeror is required to provide past performance information for the same or similar items for two of the most recent contracts to include the following information: Company name with a contact person, telephone number, Contract number, dollar value of the contract, and the products provided. The Government reserves the right to make award on the initial proposal received without discussions. Offerors shall submit signed and dated offers on Standard Form (SF) 1449 or Company letterhead stationary to UNICOR, Federal Prison Industries, Inc., Material Management Branch, 320 First Street, N W, Washington, DC 20534. Offers must be received no later than Thursday, January 18, 2001 at 1:00 PM ET. The proposal must include the company name, address, telephone number, technical description of the items being offered in detail to evaluate compliance with requirements in the solicitation, price, a completed copy of Representations and Certifications-Commercial Items, and acknowledgements of all amendments, if applicable. If the offer is not submitted on a Standard Form 1449, submit on company letterhead a statement specifying agreement with the terms and conditions, and provisions included in the solicitation. Offerors that fail to furnish required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration FAR clause 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items applies. The Government intends on awarding a contract from this solicitation to a responsible/responsive contractor whose proposal conforms to the requirement and is most advantageous to the Government. Price shall be Evaluated by multiplying each offeror's line item price by the quantity taking into account any price differentials. This solicitation also includes the following clauses: FAR clause 204-6, Contractor Identification Number- Data Universal Numbering System (DUNS) Number; FAR 52.232-18, Availability of Funds; FAR 52.232-33, Mandatory Information For Electronic Funds Transfer Payment; JAR 2852.27070, Contracting Officer's Technical Representative. A written notice of award or acceptance specified in the offer shall result in a binding contract without further action by either party.
