Description

The Walla Walla District Corps of Engineers (Corps) intends to negotiate and award a sole source contract, in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, to Pacific States Marine Fisheries Commission of Gladstone, Oregon. Requirement is for biological services to provide quality control and fish sampling functions for the Corps' juvenile fish transportation program at Lower Granite, Little Goose, and Lower Monumental dams in Washington state, and at McNary Dam in Oregon. Prospective contractor must have an Endangered Species Act (ESA) Section 10 permit from the National Marine Fisheries Service, enabling contractor to anesthetize and sample juvenile fish of all ESA-listed stocks that may be encountered at all four of the projects, and must include a large enough take allowance to cover the anticipated number of listed species handled in the daily samples at each project. Work will be performed between March 19,2001 and December 20, 2001. The size standard for small business concerns under NAICS code 54171 is 500 employees. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitiive procurement. RFP issue date is expected to be Jan 08, 2001. Proposal closing expected to be Feb 08, 2001.
