Description
17(i). This is a combined synopsis/solicitation for commercial items prepared in accordance (iaw) with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued!! 17(ii). The solicitation number DAAA14-01-T-0029 is issued as a Request for Quotation (RFQ)!! 17 (iii). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20!! 17(iv). This procurement is set-aside for small business concerns under the NAICS 541512 Computer Systems Design Services. The small business size standard is $18.M annual receipts!! 17(v). Type of Purchase Order: This procurement is for a firm fixed price purchase order for services non-personal to perform initial functional programming with Time and Material (T&M) for labor-hours to perform upgrades, modifications, and changes to follow-on annual requirements with option years. Any services to be furnished under the T&M portion of this purchase order shall be ordered by issuance of task orders. There are six (6) Contract Line Item Numbers (CLINs), with ten (10) Sub Contract Line Item Numbers (SubCLINs). CLIN 0001, Provide functional program for an Allen Bradley SLC 5/05 PLC iaw the SOW for Programming a Control System for the APE 1236 deactivation Furnace System. The quantity is one (1) job. This is a firm fixed price CLIN. Delivery: 60 calendar days from date of contract award. CLIN 0002, Base Year, Provide programming service for upgrade, modification, and changes to APE 1236 Deactivation Furnace. SubCLIN 0002AA, Fixed Hourly Labor-rate for upgrades, modifications, and changes (includes wages, overhead, G&A expenses, and profit). Based on 500 estimated labor-hours. Delivery: As stated on individual T&M task orders. SubCLIN 0002AB, Material for upgrades, modifications, and changes. Not to Exceed (NTE) $5,000.00. CLIN 0003, First (1st) Option Year, Provide programming service for modification, and changes to APE 1236 Deactivation Furnace. SubCLIN 0003AA, Fixed Hourly Labor Rate for upgrades, modifications, and changes (includes wages, overhead, G&A expenses and profit). Based on 500 estimated labor-hours. CLIN 0006, 4th Option Year, Provide programming service for modification, and changes to APE 1236 Deactivation Furnace. CLIN 0006AA, Fixed Hourly Labor Rate for upgrades, modifications, and changes (includes wages, overhead, G&A expenses and profit). Based on 500 estimated labor-hours. Delivery: As stated on individual T&M task orders. SubCLIN 0006AB, Material for upgrades, modifications, and changes. NTE $5,000.!! 17(vi). Develop functional program for an Allen Bradley SLC 5/05 PLC iaw the SOW for Programming a Control System for the APE 1236 Deactivation Furnace System. Contractor shall provide the necessary labor and material for program upgrades, modifications, and changes to APE 1236 Deactivation Furnace iaw individual T&M task orders. 17(vii). Delivery shall be iaw the CLINs and SubCLINs identified at 17(v). Any purchase order awarded, as a result of this solicitation shall become effective on date of award and continue in effect for a one-year period. Total contract period with all options shall not exceed five (5) years. 17(viii). Solicitation provision at FAR 52.212-1, Instructions to Offerors Commercial Items (Oct 00) is hereby incorporated by reference!! 17(ix). The offerors/quoters agrees to furnish the Contracting Officer the following information concerning the offerors/quoters technical abilities to perform the work described in this solicitation: (1) Personnel profiles and other supporting data that demonstrates the offerors/quoters technical ability to perform, i.e. certifications in programming Allen Bradley SLC5 PLC's and Wonderware HMI applications, past experience with combustion control systems for waste incineration and recording and report of operating data for state and Federal environmental regulatory agencies. (2) A work plan that demonstrates offerors/quoters ability to complete the requirements within the timeframe allowed. NOTE: The Government reserves the right to reject any offer/quotation that fails to furnish the above information. Technical offers/quotations shall be subject to evaluation by a team of Government personnel. In order for the team to determine that a proposal/quotation is technically acceptable the proposal/quotation must demonstrate: (1) Understanding of the technical requirements and the means required to fulfill the technical requirements. (2) Feasibility of performing to all the terms and conditions of the offer within the timeframe allowed and at the total price proposed by the offeror/quoter. All proposals/quotations will be evaluated against the technical evaluation criteria set forth in this solicitation. To receive consideration for award a rating of technically acceptable must be achieved. Award shall be made to that responsible offeror/quoter who submits the lowest price, technically acceptable proposal. Price acceptability and eligibility for award shall be based on the total price offered. The Government will evaluate offers/quotations for award purposes by adding the total price for all options to the total price for the basic price requirement. For evaluation purposes only, a total price will be established using the total price for firm-fixed price line items and a total price using the estimated labor-hours for time and material line items. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options will not obligate the Government to exercise option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors/quoters shall provide a point of contact, current telephone numbers and fax number for each contract. This list is due by the date established for receipt of offers!! 17(x).
