Description

For administrative purposes, the solicitation number has been changed from CS-I-00-23 to CS-I-01-004. In addition, the small business size standard for this procurement is $27.5 million dollars in average annual receipts over the last three preceding years. Several questions have arisen regarding subcontracting opportunities under the Invitation for Bid. The applicable solicitation provision that applies to these questions is found at Federal Acquisition Regulation 52.219-14, Limitations on Subcontracting (Dec 1996). The clause can be found in its entirety at http://www/arnet.gov/far. The pertinent parts of the clause are at 52.219-14(b)(3) and (4), which state: General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Construction by special trade contractors. The concern will perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees. A pre bid conference and site visit will be conducted at 10:00 a.m., on December 7, 2000, at the following location: National Guard Armory Conference Room, Hammond Municipal Airport, 600 North Airport Road, Hammond, Louisiana 70401. The date and time for the bid opening is changed from Thursday, December 21, 2000, at 3:00 p.m. local time to: Thursday, January 18, 2001, at 3:00 p.m., local time. All other clauses and provisions remain unchanged.
