Description
This is a competitive, combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 13 as well as supplemental information provided herein. The U.S. Patent and Trademark Office (PTO), located in Crystal City, Arlington, V.A., and specifically the Office of Public Affairs, has as part of its mission the dissemination of information to the public concerning patents, trademarks, and related information. The public relations goal is to generate awareness among the general public of the value of the intellectual property systems, to herald the contribution inventors and entrepreneurs make to our way of life, to enhance awareness of the career opportunities available at the USPTO and to motivate educators to use the inventive process as a vehicle for scientific inquiry. The contractor shall furnish the necessary personnel, material, equipment, services, and facilities to perform the following. SCOPE: The scope of this requirement is to create two video products: 1) 3-minute recruiting spot, entitled "Recruiting Loop", in a 60-minute loop format utilizing images, on-screen text (provided by the USPTO), and music. This color video will be used and viewed at public venues by the USPTO Office of Human Resources during their on-going recruiting and outreach events; and, 2) Not-to-exceed 12-minute corporate overview, entitled "USPTO: Past, Present, and Future." This video shall be a closed captioned, color video depicting the vision, mission, and operations of USPTO for the general public explaining the importance of intellectual property and the work of the USPTO in the past, the present, as well as the future as a Performance Based Organization. To assist the development of the script for the USPTO: Past, Present, and Future video, the USPTO will provide access to existing video stock and work in concert with the Contractor to develop visuals and resultant shooting script. Both deliverables will contain common visuals and music and shall project the same corporate image. Visuals may consist of still photos, stock photos, stock footage, and original footage shot in and around the USPTO, Washington, D.C., Metro-area. Contractor shall provide cameras, lighting, and sound to film, and obtain all necessary stock stills or footage. Contractor will be responsible for obtaining all model releases from any persons on camera, securing any copyright or trademark permissions as needed, and paying any fees as required. Contractor shall provide demo tapes of narrators, for USPTO review and approval. USPTO will make the final selection as to the narrator voice. Music may be stock or original and Contractor is responsible for obtaining permissions for any use, as needed, and for any fees associated with use or creation. APPROVALS: Contractor will produce a rough-cut with scratch track for review and approval by USPTO. Until such time as the Contractor has received written approval of the rough-cut with scratch track, a final video shall not be produced. The Contractor, at no additional cost to the Government, will make changes necessary to the rough-cut with scratch track, and resubmit for approval. DELIVERABLES: Upon approval of the final video by the USPTO, Contractor will provide one (1) Beta SP 12 -inch master, a 60-minute loop of video (1) labeled "Recruiting Loop" and one (1) Beta SP 12 -inch master and three copies of video (2) labeled "USPTO: Past, Present, and Future." Both productions shall be placed on CD-ROM masters for duplication. Contractor Responsibilities: Contractor must have appropriate equipment or access to facilities to produce the video and create video copies. Contractor will be responsible for obtaining all stock images and clearance for using anything not in the public domain, this include model releases and any permits or permissions required for location shooting. Contractor will be responsible for overseeing any subcontractors needed to fulfill the scope of work. USPTO retains all rights to footage and all distribution and use as a Government entity in which no copyright is held. The anticipated delivery date of final products is not later than March 1, 2001. SUBMISSION INSTRUCTIONS AND EVALUATION CRITERIA: In evaluating the responses to this requirement, the USPTO will select the solution that offers the best value to the Government, price and other factors considered. In making this selection the USPTO is more interested in obtaining quality performance and innovative approaches in the production of stimulating and interesting videos, rather than making an award at the lowest price. In responding to this announcement respondents shall provide, all pricing information broken down by project/video and associated costs within each project/video product, relevant past performance information, references from past performance and successful projects and samples of previous work that demonstrate the following: 1) Use of multi-layered images and graphic techniques. 2) Effective use of music to complement the messages presented. 3) Creative use of wipes, fades and any other creative visual transitions. 4) Professional level lighting and sound quality, as well as studio or on-the-street interviews. 5) Videos in which the writing of the script was a requirement. In addition to a completed proposal and technical package, provide your Dun and Bradstreet Number (DUNS), Taxpayer Identification Number (TIN) and certification of your business size. This requirement is set-aside for small business. This announcement constitutes the solicitation/RFQ and is the only solicitation that will be issued. A firm fixed price purchase order will be awarded utilizing simplified acquisition procedures.
