- Description
- (a) The US Army Communications-Electronics Command (CECOM) has a requirement for field technology assistance, test evaluation and engineering support for the Night Vision and Electronics Sensors Directorate (NVESD) of the CECOM Research, Development and Engineering Center (CERDEC). This acquisition will provide a vehicle for exploring low technology solutions to night vision and electronic sensor system problems for future NVES systems. The services include support for research and development, systems engineering, technology demonstrations, modeling and simulation systems, prototype fabrication, field-testing and data collection, facilities and equipment maintenance, engineering parts and materials, networking, and other tchnical and administrative support. This effort shall support the equipment, systems, facilities and operations under the responsibility of NVESD at both Fort Belvoir and Fort A.P. Hill, Virginia. Competition for this requirement shall be restricted to qualified small business concerns. The applicable North American Industry Classification System (NAICS) Code is 54171. The small business size standard is 1,000 employees. Firms shall not be reimbursed for any costs associated with proposal preparation and/or the Pre-solicitation Conference. Security clearances, up to top secret may be required for contractor personnel and facilities. The Government reserves the right to award one or more Indefinite Delivery/Indefinite Quantity contracts, under which task orders may be issued on a time and materials or fixed price basis. The contracts shall be awarded for a base period of twelve (12) months, with four (4), twelve (12) month option periods. The Service Contract Act will apply to appropriate categories and Department of Labor Wage Determination Rates must be complied with. In the event that more than one contract is awarded, the Government shall award subsequent task orders on a competitive basis. A draft Request for Proposal (RFP) will be posted on the Army's Interagency Interactive Business Opportunities Page (IBOP), on or about December 15, 2000. (b) An Industry Pre-solicitation Conference is scheduled at the Night Vision and Electronic Sensors Directorate, 10221 Burbeck Road, Fort Belvoir, Virginia, in Building 305, Room 415 (Looft Conference Room). The Conference will commence at 9:00 a.m. (EST) on January 17, 2001, and will continue into the afternoon, if required. Recommend that each prospective offeror send a representative to the Pre-solicitation Conference. Interested parties shall submit the names, phone numbers, and fax numbers and e-mail addresses of the attendees by close of business January 11, 2001 to the Contract Specialist, Lawrence Hagany (Lawrence.Hagany@mail1.monmouth.army.mil) to register attendance. The Pre-solicitation Conference will provide prospective offerors an overview of the NVESD low technology services requirement. It will also give an overview of proposal submittal requirements and a question and answer session. (c) Interested parties may submit written questions or inquiries concerning any aspect of this requirement to: Lawrence.Hagany@mail1.monmouth.army.mil no later than close of business January 11, 2001. The Government will address such questions at the Pre-solicitation Conference. Offerors are cautioned that oral discussions and replies to questions posed at the Conference, or at any other time, shall not be binding upon the Government, or constitute a change to the posted draft RFP. The final version of the RFP shall be posted on the IBOP shortly after the Pre-solicitation Conference. No hard copies of the draft or final RFP, or amendments shall be issued.
