- Description
- The National Institute of Child Health and Human Development (NICHD) is planning to award a contract for a Biological Testing Facility (BTF). This sources sought announcement is presented in an effort to locate small businesses who have the ability to perform the requirements of the BTF. ONLY SMALL BUSINESSES SHOULD RESPOND TO THIS ANNOUNCEMENT. The offeror must have in-house capability of maintaining 2000 rodents, 200 rabbits and 50 non-human primates at any one time in facilities that meet all local, state and federal regulations, and must be currently accredited by the Association for the Assessment and Accreditation of Laboratory Animal Care (AAALAC), conform to the standards outlined in the Responsibilities for the Care and Use of Laboratory Animals (NIH Manual Chapter at: http://www3.od.nih.gov/oma/manualchapters/contracts/6380-2/), the Animal Welfare Act of 1966 and amendments thereto, and have a Radiation Safety Officer in place along with the appropriate licenses for handling radiochemicals and controlled substances. The BTF program is designed to permit rapid evaluation of new compositions of matter, drug formulations delivery systems and devices for anti-fertility and endocrine activity. Such evaluations require the availability of a broad spectrum of in-house biological tests, assays and analytical procedures. These include anti-fertility tests in male and female animals, bioassays, mechanism of action studies, radioimmunoassays of steroid and protein hormones, radio-receptor assays, pharmacokinetic studies and drug safety evaluations. The offeror must have the capabilities and full-time technical staff to undertake these tests along with the capability of housing rodents, rabbits and non-human primates in individual cages when required to do so. The offeror must also provide individuals with experience in conducting studies under Good Laboratory Practice (GLP) guidelines, as needed. The offeror must have the experience, capability and facilities to undertake a wide variety of in vitro transcriptional assays using various cell lines and expression plasmids. The offeror must have the capability of handling proprietary materials, conduct data analyses by standard methods, enter data into Government-furnished data management systems and prepare reports of studies in format and content that are acceptable for submission to the Food and Drug Administration (FDA) in support of a Notice of Claimed Investigational Exemption for a New Drug (IND). AT THIS TIME, ONLY CAPABILITY STATEMENTS ARE BEING REQUESTED FROM SMALL BUSINESSES. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. The required service is defined as code 541710 under the North American Industry Classification System (NAICS). For the purposes of this announcement, a small business is defined as one that employs no more than 500 persons. Small businesses that believe that they have the ability to satisfy each of the stated requirements, and who meet the stated size standards, are encouraged to submit a capability statement within 45 days of the publication of this announcement. The capability statement should be limited to twenty-five pages or less and address each of the competencies indicated above. If responses indicate the likelihood of satisfactory competition among qualified small businesses, the anticipated solicitation will be restricted to small businesses only. The contract is anticipated to have a duration of five years. The reference number to be used for this announcement is: NICHD-SS-01-05.
