- Description
- The Defense Advanced Research Projects Agency (DARPA) intends to negotiate with North Carolina Agricultural and Technical State University (NCAT), Greensboro, NC, to conduct advanced research into the use of multi-modal technology as applied to Automatic Speech Recognition (ASR). The multidisciplinary aspects of this research, as well as requirements for industrial partner information sharing, give this historically black university an opportunity to use its special relationships with these other institutions and organizations without threatening their intellectual properties. Results of this research are to be presented in a workshop, to be announced in the near future, also supported under the proposed contract. Attendance will be open to the general ASR community. DARPA believes that contracting without providing for full and open competition is justified in accordance with FAR 6.302-1(a)(2)(i) based upon NCAT's unique capability to provide the particular research services proposed in its unsolicited research proposal. Duration of this effort will be 12 months. All responsible sources may submit a proposal or capability statement which shall be considered by DARPA, subject to the following Numbered Notes: 5, 22, 25, and 26.
