Description
This project will consist of grading, drainage and asphaltic concrete pavement on 9.18 km of roadway for Sacramento River Road, in Lincoln National Forest, Otero County, State of New Mexico. Estimated price range is between $5,000,000 and $10,000,000. Principal work items: Drainage structure, retaining wall, approach road, parking area and miscellaneous survey and staking; lumpsum contractor testing; 15,000 m3 watering for dust control; 29.0 hectare clearing and grubbing; lumpsum removal of structures and obstructions; 189,000 m3 roadway excavation; 16,000 roadway obliteration; 1,960 m3 (various class) placed riprap; 780 m2 MSE wall; 48,000 metric tons aggregate base; 900 metric tons asphalt cement; 16,000 metric tons superpave aspahlt concrete pavement; 3,077 open graded asphalt friction course; 222 metric tons asphalt cement; 3,450 meters (various ) pipe culvert; 3,000 meters guardrail system; 1-9.6 m cattle guard; 5,400 m3 placing conserved topsoil; 8,000 hours flagger; along with associated surveying, staking, fencing, seeding and traffic control. Electronic format for the bid submittal documents will not be allowed. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on the website listed in line 18 of this submittal. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
