Description
The Air Vehicle Department, Structures Division (Code 4.3.3) at the Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, Maryland has a requirement to procure engineering services from the Boeing Company to conceptualize an in-flight twist, reconfigurable rotor blade for a tilt-rotor aircraft using performance specifications from SD-572-1-1. Boeing has been developing a lightweight, electronic shape memory alloy (SMA) actuator that they recently successfully demonstrated. The Navy is interested in conceptualizing and integrating a torsional SMA actuator for a tilt-rotor blade application. The primary goal of this effort is to refine and document a twist, reconfigurable rotor blade concept that applies this actuator and that can satisfy the Navy's specific goals, objectives and aircraft requirements. From these top-level requirements, the contractor shall define a set of system level requirements for the reconfigurable rotor and its components for the conceptual full-scale blade and scale model. This is a notice of intent to request a proposal from and negotiate with the Boeing Company, Ridley Park, PA (Bob Nolfi, Boeing Helicopter, Route 291 & Stewart Ave., Ridley Park, PA, 19078-1099) on a sole source basis. The Boeing Company has been identified as the only responsible source capable of meeting the Government's requirements since they are the original developers of the twist rotor blade concept and the SMA torsional actuator and own specific proprietary data rights on these technologies. It is anticipated that a cost reimbursable type contract will be awarded to Boeing Company for engineering services.
