- Description
- The Securities and Exchange Commission (SEC) requires a full text dial-up and internet information retrieval service that provides access and data retrieval electronically. The information is required for the SEC Headquarters in Washington, DC and regional and district offices for the period of one year. The service shall provide legal, tax, financial and similar professional information. At a minimum, the information shall be based on laws, regulations, rulings, professional publications, periodicals, newspapers, magazines, government data, national and international wire service files, newsletters and similar professional sources on issues that include environment and energy, U.S. and International trade and business, financial and business data antitrust, civil rights, intellectual property and patents, banking, automated data processing, management, technologies, science and medicine, advertising and public relations, and commodities. The service shall also provide legal information including federal and state case law, federal orders, U.S. Code legislative history, administrative law and tax law information to include state and federal tax case law. In addition the service shall provide information on federal and state laws concerning bankruptcy, communications, education, energy, environmental law, family financial, first amendment, government contracts, health, immigration, insurance, intellectual property, international trade and law, labor and employment, legal services, litigation, products liability, real property, science and technology securities, Social Security, taxation, transportation and worker's compensation. In order to meet this information requirement, the SEC intends to obtain Westlaw Electronic Dial-up Information Retrieval Service from West Publishing Company, Inc., P.O. Box 64833, 620 Opperman Drive, St. Paul, MN 55164. The SEC will contract for the service through the Library of Congress' FEDLINK, under an Interagency Agreement. The SEC has selected West Publishing because Westlaw meets the government's minimum information needs and in addition, significant savings are achieved by the government through a FEDLINK group rate for all participating Federal Agencies. Additionally, the SEC has also selected the fixed rate program that will provide Westlaw service on an unlimited basis at an annual flat fee. During the period of performance, West Publishing will provide the required dial-up information on microcomputers owned by the SEC. In addition, the dial-up service will include a high-speed connection the SEC's Local Area Network for multiple concurrent access to the Westlaw Information Retrieval Service. Note 22 applies.
