Description

The National Institute of Environmental Health Sciences (NIEHS) is soliciting proposals for the purpose of providing gene expression platforms and protocols for acquiring high quality gene expression data from chemical treated biological systems, and to provide a gene expression profile database containing analysis and data mining tools. Specifically, the Contractor shall establish a gene expression platform that demonstrates utility and validity through data generation and exchange with the NIEHS Microarray Center (NMC); develop standards and practices for incorporation of data from NIEHS extramurally supported consortia; conduct gene expression analysis; develop a relational database management system; implement a robust data mining tools and public access to stored information, computed data and integrated public domain biological resources; and host, maintain, update and secure the database system. One award is anticipated with an award date no later than July 30, 2001. The period of performance is expected to be five (5) years. For estimating purposes the Government estimated the level-of-effort at 27,248 direct labor hours per year as follows: Senior Professional -- 1,248 direct labor hours (i.e., Principal Investigator, bioinformatics leader, information technology systems leader); Other Professionals -- 24,960 direct labor hours; Administrative Support -- 1,040 direct labor hours. The expected release date of the RFP is December 14, 2000 with proposals due January 31, 2001. Interested firms should request either a streamlined or full RFP package. If no preferance is requested, a streamlined version of the RFP will be provided, which includes only the Statement of Work, deliverable and reporting requirements, special requirements, mandatory qualifications, if any, and technical evaluation criteria. On the RFP release date, a copy of the streamlined version of the solicitation will be available on the Internet at: http://www.niehs.nih.gov/dert/rcb/rfp.htm.
