Description

1. The Fleet and Industrial Supply Center (FISC) Norfolk detachment Washington, intends to negotiate a Sole Source firm fixed price contract that will include one base year and four (1) year options to the University Space Research Association, 10227 Wincopin Circle Suite 212, Columbia, MD 21044 for scientific expertise, mechanical engineering, mechanical design work, fabrication, assembly, installation and testing necessary to complete the Navy Prototype Optical Interferometer (NPOI) for U.S. Naval Observatory in Washington, D.C. FAR 52.217-8 and FAR 52.217-9 are included. The Standard Industry (SIC) is 541 330. This will be awarded as a sole source procurement in accordance with an approved Justification for Other Than Full and Open Competition. All responsible sources may submit an offer, however only items meeting the Navy's requirement will be considered for technical review. See Note 22. All offers must be received in this office no later than 2:00 p.m. (EST) on 30 November 2000.
