Description
NASA/GSFC is seeking capabilities from small, small disadvantaged and women-owned small businesses for the purpose of determining the appropriate level of competition and/or small business subcontracting goals for payload accommodation studies to investigate the ability of near-term geosynchronous spacecraft to host the next generation of Geostationary Operational Environmental Satellites (GOES) instruments and communications payloads. The purpose of these studies is to employ spacecraft vendors to assist in the development of refined envelope and resource requirements for the two new primary GOES instruments, the Advanced Baseline Imager (ABI) and the Advanced Baseline Sounder (ABS), and to assist in defining standardized electrical interfaces between the instruments and spacecraft. The results of these studies will enable the government to provide proper technical guidance to the advanced instrument study vendors through refined ABI and ABS envelope, resource, and interface requirements such that the instrument studies are properly constrained so as to avoid excessive spacecraft and/or launch accommodation costs. No solicitation exists; therefore, do not request a copy of a solicitation. If a solicitation is released, it will be synopsized in the Commerce Business Daily (CBD) and on the NASA Acquisition Internet Service (NAIS). It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. The studies are intended solely to assist in advanced instrument definition and related efforts and are independent of the GOES program's planned future spacecraft formulation activities. The studies shall investigate the ability of currently available or soon-to-be available geosynchronous spacecraft to cost effectively host the next generation GOES observational and communication payloads for launch as early as the 2008 timeframe. The primary goals of the studies will be to: 7Estimate ABI envelope and resource constraints Maximum dimensions Maximum mass, power, thermal dissipation limits 7Estimate ABS envelope and resource constraints Maximum dimensions Maximum mass, power, thermal dissipation limits 7Evaluate impacts of identified spacecraft communication options on payload accommodation capability, mission performance, and cost 7Provide recommendations on standard electrical and data interfaces between the GOES payload and the spacecraft bus. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. To facilitate a prompt review by the NASA team, a one (1) page summary shall be affixed to the front of the capability statement submitted which identifies for the evaluator, by page and paragraph, your company's relevant capability. It is insufficient to provide only general brochures or generic information. Your response must specifically address your capability regarding the Next Generation GOES Payload Accommodation Studies. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
