Description
The Postal Service is seeking Qualification Statements from design/build firms wishing to be pre-qualified for award of a Guaranteed Maximum Price (GMP) design/build contract to design and construct a New Processing and Distribution Facility (P&DF) in Portland, Maine. Total project cost is estimated in the range of 40 to 45 million dollars. The site is a USPS owned site. The contract will be accomplished in two phases: Phase I development of 100% design drawings, Phase II will be the construction of the facility. Funding of the project is subject to Board of Governors Approval. The scope of work includes design and construction of the new P&DF consisting of approximately, 401,000 square-feet with associated parking and maneuvering areas. Total period of design and construction for this project will be 730 calendar days. Only the most highly qualified contractors will be pre-qualified. To be considered for pre-qualification, the firm must be financially capable, have five years experience as a design/build entity, and have two comparable projects completed or in progress within the past five years. "Comparable" projects are defined for the purposes of this solicitation as design/build projects, new construction or expansion of light industrial facilities incorporating material handling and automation equipment with a minimum square-foot of 200,000 square-feet in size and a construction cost of $20 million or more. The contractor's qualification statement will be evaluated in accordance with the following criteria Experience, Capability, Safety, Backlog, Financial Capability, Bonding, Banking, and Responsibility Verification. The USPS intends to issue a Request for Proposals (RFP) to the pre-qualified firms only.
