Description

PROJECT TITLE AND LOCATION: REPLACE MILITARY FAMILY HOUSING (PHASE 7) (134 UNITS) MINOT AFB, NORTH DAKOTA. This proposed contract is for UNRESTRICTED competition. This is a design/build project: the offeror chosen will complete the design and construct the facility. The acquisition method is negotiated procurement. A technical and a price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. JOB DESCRIPTION: The project consists of the demolition of 142 existing family housing units, which include asbestos and lead base paint abatement. Additionally, site restoration and the construction of 134 three and four bedroom units are required. The design includes, but is not limited to, site grading, new utility systems and roads, electric heating and cooling, energy efficient lighting and appliances, dual-pane energy efficient windows, hard wired smoke detectors, ground fault receptacles, arctic room landscaping, recreation areas, single-car garages, driveways, street lighting, utility services, storm drainage, and walks. This procurement will be conducted under NAIAS 233210 (Building, Developing and General Contracting). The standard size for this NAICS is $27,500,000.00. The estimated cost is between $10,000,000.00 and $25,000,000.00. Large businesses competing for this project must comply with the FAR 52.219-9 Clause regarding the requirement for Subcontracting Plan on the part of the work that it intends to subcontract. The recommended goals for subcontracting are 61.4% for Small Business, 9.1% for Small Disadvantaged Businesses, and 5.0% for Small Business/Women-Owned. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. Hard copies will not be available. Because a limited number of sets will be reproduced, copies are limited to one set per firm. CD-ROMs must be ordered by the CUT OFF DATE of 11/30/00. Plans and specifications can only be ordered electronically by accessing the Internet address http://ebs.spk.usace.army.mil/. Please complete the requested information to avoid a delay in you order. Orders received beyond the CUT OFF DATE of 11/30/00 will not be considered. CD-ROMs will be mailed out on or about 12/04/00.
