Description

The USDA National Agricultural Library (NAL) in Beltsville, Maryland is seeking interested and qualified small business sources that have the knowledge, skills, and experience in providing library support services. The Government's intent is to award a 5-year contract with a small disadvantaged, 8(a), HubZone, or woman-owned small business, however, if unsuccessful, USDA plans to pursue full and open competition with the possibility of establishing a partnering agreement with a large business. The services that are required but not limited to, include: processing of requests, book retrieval, photocopying of materials, book shelving, microfilm reproduction, filing, mail sorting, compile document delivery statistics, update electronic files, process inter-library borrowing, and process bindary requests. The current contract that provides these services to NAL is with Telesec Corestaff from Wheaton, Maryland is due to expire on September 30, 2001. USDA intends to re-procure these services under a performance based service contract. We are looking for prospective vendor suggestions on how to revise the Statement of Work to make it performance based. Specifically, how to incentivize areas in the Statement of Work that would promote cost effective methods that still retain accurate and timely services of NAL's document delivery responsibilities.
