Description
Background "17. This is a Notice of Contract Action. Reference: ANALYSIS AND EVALUATION OF ELECTRONIC AND ELECTRO-OPTIC SYSTEMS/SUBSYSTEMS OF WORLDWIDE COUNTRIES, EXCLUDING THE UNITED STATES AND ITS TERRITORIES SOL F33600-00-R-0019. Sources Sought Synopsis published in the Commerce Business Daily on 10 Feb, and amended on 10 Feb 00 to inform all prospective offerors that the solicitation would ONLY be published electronically via the ASC PreAward Information Exchange System (PIXS) at Wright Patterson Air Force Base, OH (http://www.pixs.wpafb.mil). The Government currently intends to issue the Request for Proposal (RFP) on PIXS on or about 28 Nov 00. NO HARD COPIES WILL BE SENT. Responses will be due 30 days from the issue date. All responsible sources may submit a proposal which shall be considered. Facsimile or alternate proposals are not acceptable. This procurement is for highly specialized scientific and technical analysis (S&TA) based upon all-source intelligence information. Specifically, this effort will provide the necessary engineering and technical expertise support NAIC needs in developing estimates of capabilities, limitations, reliabilities, and vulnerabilities of various worldwide foreign electronic and electro-optic systems/subsystems. As a result of the RFP, the Government intends on issuing a five-year Indefinite delivery/Indefinite Quantity Task Order contract. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitation, please contract Lisa Nevitt [937-257-5666 X 4541].
