- SOLICITATION WILL BE ISSUED AS F04611-01-R-0001 (SOLICITATION F04611-01-R-9001 IS FOR POSTING PURPOSES ONLY). The AFRL Propulsion Directorate (AFRL/PR -- West), Edwards AFB, CA is involved in advanced propulsion technology development supporting tactical, boost, and space propulsion and has a requirement for providing related Advanced Research and Engineering Support (ARES) Services. This acquisition will include typical research and engineering support efforts including analytical, numerical, systems and affordability/failure analysis; experimental testing, data acquisition and reduction, testing, hardware design and development, software development, financial and technical advice, acquisition support and management. Efforts will be concentrated on the following areas: 1. Liquid Propulsion Technology Activities related to liquid rocket propulsion systems and components for pump-fed, pressure-fed, and RBCC (Rocket Based Combined Cycle) using both cryogenic and storable propellants. 2. Solid Propulsion Technology requiring the application of new and innovative materials, design processes, and fabrication processes for solid propulsion. 3. Emerging Technology covering the applied sciences and technologies of boost, post boost, satellite, and kinetic energy weapons systems such as electric propulsion, solar propulsion, High Energy Density Materials (HEDM) and performance concepts including avionics and sensors and other emerging technologies. 4. Spacecraft Propulsion Technology supporting spacecraft applications such as satellite, post boost vehicle and divert and axial propulsion programs, multi-pulse ground-based upper stage booster programs, satellite and space vehicle hardware integration/demonstration, attitude control, orbital transfer, and repositioning efforts. 5. Systems Integration and Analysis includes, but is not limited to integration and investigation of competing performance concepts and subsystems such as avionics, sensors, and propulsion for missiles, space transportation systems, military aerospace vehicles, air/ground launched missiles, spacecraft and satellite systems. 6. Financial Management Support includes analysis through accounting/financial information systems and reports in order to validate the accuracy of Government financial information. Acquisition Management support includes supporting all phases of acquisition strategy and planning, requirements/solicitation development, proposal analysis and technical advice in a non-decision making role. This is a 100% small business set-aside. The NAICS code for this acquisition is 54171 with a size standard of 1000 employees. It is anticipated that a cost plus fixed fee contract with a period of performance of five years (three year basic with one two year option) will be awarded. Contract Award is estimated to take place in the second quarter of calendar year 2001. Source Selection procedures can be found in Federal Acquisition Regulation (FAR) Subpart 15.3 Source Selection, Air Force FAR Supplement (AFFARS) and Air Force Materiel Command FAR Supplement (AFMCFARS) thereto. These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil and will be used to obtain the best value for the Government for this acquisition. In using the best value approach, the Government will award to an offeror who gives the greatest confidence that they will best satisfy our requirements in an affordable manner. An electronic bulletin board is available which contains the draft Statement of Work, draft Section L and draft Section M and other information pertinent to the acquisition. This synopsis also constitutes one form of early industry involvement and the Government requests industry recommendations, opinions, and feedback. Utilizing the data gathered during early industry involvement, the Government will issue the Request for Proposal (RFP) on or about 4 December 2000. Proposals will be due 29 January 2001. No hard copies of the solicitation will be issued. Past Performance volumes will be due on or about 08 January 2001. This acquisition may involve data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has not been accomplished yet. If the review determines that data are subject to export controls, only contractors who are registered and certified with the Defense Logistics Information Service (DLIS) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. In addition the contemplated contract will contain a DD 254 with a Security Classification level of TOP SECRET. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government Personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
