Description
Sources Sought -- The U.S. Army Communications- Electronics Command (CECOM) Acquisition Center, Washington, DC, on behalf of the Joint Tactical Radio System (JTRS) Joint Program Office (JPO), is preparing for the development and acquisition of a new DoD Wideband Networking Waveform (WNW). It is anticipated that a Request for Proposal (RFP) will be released early in 2001. The JTRS is a software programmable radio system designed in accordance with the Software Communications Architecture (SCA), Version 2.0 or later, an open systems architecture that maximizes the use of commercial off-the-shelf and non-developmental item technologies. The WNW is defined to provide the required throughput for a broad range of data, voice, and video applications in mobile networks and is intended as an interoperable waveform throughout DoD. The WNW's objective functionality is described in a Functional Description Document (FDD). Qualified sources are sought for the development of the software WNW to be used in the JTRS. The WNW must be developed in compliance with the SCA and be portable to hardware configurations developed by different vendors. The JTRS concept calls for independent development of the radio hardware and the software waveforms. Interested parties may request a copy of the FDD directly from the JTRS JPO, Attn. Ms Donna Harris, 1700 N. Moore Street, Suite 1000, Rosslyn, VA 22209-1901 or at email address: JTRS.contracts@sarda.army.mil. In responding to this Sources Sought announcement, please describe your software expertise, prior experience in waveform development, and knowledge of and availability of existing wideband waveforms that may satisfy the requirements defined in the FDD. Further, describe how you would plan for the waveform development independent of the development of the hardware on which the waveform will operate. If interested in responding to the forthcoming WNW RFP, indicate whether you are also interested in responding to RFPs for JTRS radios that will be released by the Services in the future. General information on the JTRS program can be found at the JPO website http://www.jtrs.sarda.army.mil/. This notice should not be construed as a request for proposal (RFP) or a solicitation of an offer. Responses shall be submitted electronically (Microsoft Word 97 preferred). Respondents should reference JTRS2000-SS-02 and provide a FAX number, an e-mail address, a point of contact, by name, and their Commercial and Government Entity (CAGE) number with their submission. A formal RFP or other solicitation regarding this announcement will not be issued. Responses to this announcement are requested NLT 15 December 2000, and should be forwarded to Ms. Donna Harris, JTRS JPO, 1700 N.
